252: <br /> <br />STAFF REPORT: <br />M STEP <br /> <br />PRESENTATION: <br />BRUCE KEITH, <br />DIRECTOR OF <br />PERSONNEL <br /> <br />PRESENTATION: <br />DRAINAGE <br />RECOMMENDATIONS <br /> <br /> Dr. Gunter nominated Mr. Will Paulsen and Mr. Jack Barnette <br />to the Social Services Advisory Board. Council unanimously.reappointed <br />Mr. Paulsen, and appointed Mr..Barnette to serve a four year term to <br />expire July 1, 1987. <br /> Mr. Hendrix reported to Council on the recommendations of a <br />Department Head Task Force whic~h had been formed to study the need <br />for a program to reward employees who had reached the top of the pay <br />range. Council had p're~iously appropriated $43.,000'for the program <br />and had requested that details be'reported to them be.fore .implementation. <br />Mr. Hendrix stated that an annual bonus, based on employee performance, <br />would be given at the rate of 1~%, 2~%, or 3½% of annual gross pay on <br />the employee's 'anniversary date. Mr. Hendrix added that the bonus <br />would not effect the employee"s pay base. <br /> Dr. Hall moved, Mrs. Gleason seconded, and Council unanimously <br /> approved the M-step pay plan. <br /> <br /> Mr. Bruce Keith, Director of Personnel, reported to Council on <br /> <br /> his department's functions. The Department of Personnel ensures that <br /> personnel policies follow City, State and Federal laws. The City <br /> received 3,500 applications for positions in the past year, or approxi- <br /> mately 22 applicants for every job opening. <br /> <br /> Mr. Kei~h 'stated that the Department of Social Services had <br /> <br /> recently been givenpermlssion to do their own hiring through the <br /> Personnel Department instead cf through-the State., which will expedite <br /> hiring procedures and allow the City to resvond more effectively to <br /> Affirmative Action. He Stated that the City presently employs:.~24% <br /> minorities and 31% women. The Personnel Department manages the health <br /> and life insurance programs, and the retirement program. <br /> Mr. Keith said that the Personnel Department offers an orientation <br /> program, and is currently developing an employee assistance program to <br /> help employee~ whose quality of work is effected by personal_problems. <br /> <br /> A Code of Ethics was established this year which governs employee conduct. <br /> <br /> The Department of Personnel is responsible for the classification <br /> and pay range of employee positions. Mr. Keith suggested, that it would <br /> .be advisable for the City to employ an outside consultant to study the <br /> pay and classification system as a similar study has not taken place <br /> for ten years. <br /> <br /> Mr. Buck complimented M.r. Keith on his ability to balance the <br /> concerns and needs of both City employees and the general public. <br /> <br /> Mr. Warren Martin, Chairman of the Planning Commission, gave the <br /> following drainage recommendations to Council: 1) begin a comprehen- <br /> sive study., 2) use drainage basin approach, 3) use outside consultants <br /> for the study in cooperation with the Department of Public Works, <br /> 4) fund the project through bonds, 5) systematically implement the <br /> program using a comprehensive approach. Mr'. Martin gave the following <br /> allocation priorities: 1) begin s'tudy by hiring consultant, 2) study <br /> Meadowcreek first, 3) gain cooperation from Albemarle County and the <br /> University of Virginia.. Mr. Martin stated that neither the time element <br /> nor the cost had been addressed, but estimated that it should begin this <br /> year and would be quite expensive.
