RESOLUTION: <br />RAILROAD <br />CROSSING <br />IMPROVEMENTS <br /> <br />RESOLUTION: <br />PEACE COALITION <br /> <br /> Mr. Hendrix stated that the Urban'Divisi.on.bf the State Highway <br />Department had requested that safety improvements be planned at railroad <br />crossing's at.?th,. 9th and llth Streets. In Order to 'involve the State <br />Highway Department, Council needed to pass the resolution indicating <br />their .interest. The City would be required to pay S~of the total cost <br />of the improvements. <br /> <br />255 <br /> <br /> Mrs. Gteason moved, Dr. Gunter seconded, and the resolution was <br /> unanimously approved: <br /> <br /> WHEREAS, the Council has determined that i.t is necessary and <br /> appropriate for the future transportation sBfety needs of the City <br /> to initiate'improvements to a number of railroad grade crossings <br /> within the corporate limits; and <br /> <br /> WHEREAS, the Virginia Department of Highways and Transportation <br /> requires a formal request fOr the establishment-of such project and <br /> certain commitments on the part of the City Council before the <br /> department can initiate work on such project; now, therefore be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville: <br /> <br /> 1. That the Virginia Department of Highways and Transportation <br /> is hereby requested to establish a project within the <br /> corporate limits of the City of Charlottesville for the <br /> installation of crossing gates, pedestrian crosswalks and <br /> other safety improvements in the fOlloWing priority order: <br /> <br /> (a.) C & O Railway Crossing at 7th Street, S.W~ <br /> (b) C & 0 and Southern Railway Crossings at 9th St., S.W. <br /> (c) C & O Railway Crossing at Sth Street, S.W. <br /> (d) C & 0 Railway Crossing at llth Street, S.W. <br /> <br /> 2. That the City hereby agrees to pay its share of the cost of <br /> engineering, acquisition of right-of-way and construction <br /> of such project under the cost formula of ninety-five percent <br /> from the Department and five percent from the City. <br /> <br /> 3. That the City {urther agrees that if such project is established <br /> as herein requested, and thereafter, the City elects not to <br /> continue with such project for any individual crossing to <br /> completion, the City will repay the Department for one hundred <br /> percent of the cost 'incurred by the Department for such <br /> individual crossing, UP to the time of'sUch action by the <br /> City terminating such project. · <br /> <br /> Mr. Buck stated' that 'this resolution had been placed on the agenda <br /> <br /> · n order that the public have notice of. it, and that normally a resolution <br /> of this type'did not appear on:the formal agenda.. <br /> <br /> Ms. Cynthia Stratton, representing the Charlot~es'ville Peace Coalition, <br />addressed Council to request their endorsement of the August 27th march <br />on Washington and the-goals of the coalition. <br /> <br /> Ms. Frances Brand, a citizen who had participated in the march on <br />Washington 20 years ago, urged Council,s.acceptance of the resolution. <br /> <br /> A citizen spoke in support of the resolution, stating that there was <br /> <br />a growing cry for jobs, peace and freedom which necessitated a response <br />from elected officials. <br /> <br /> Dr. Hall indicated his support of-the resolution. <br /> <br /> Mr~ BUck stated that he would not. support the resolution, but could <br />support a holiday in honor of Martin Luther King, Jr., as well as his <br />values. Mr. Buck said he was unfamiliar with many aspects of the Congressional <br />Black Caucus and did not know what the means to achieve the goals Would be. <br />In addition, Mr. Buck stated that he could not urge others to attend the <br />.march when he was uncertain that he would, and felt that it was inappropriate <br />for an elected body to pass such a statement. Mrs. Gleason noted agreement <br />with Mr. Buck's concerns. <br /> <br /> Ms. Stratton said the Coalition did not feel passage of a resolution <br />endorsing a holiday for Martin Luther King, Jr. would be sufficient at this <br />time. <br /> <br /> <br />
