'254 APPROPRIATION: $208,000 CDBG JOBS BILL PROGRAM (2nd reading) APPROPRIATION: $30,000 SCHOOLS ASBESTOS REMOVAL (~nd reading) APPROPRIATION: $14,000 COMMUNITY SERVICE OFFICER APPROPRIATION: $4,750 ITALIAN EXCHANGE PROGRAM RESOLUTION: AUTHORIZING JEFFERSON-MADISON .REGIONAL LIBRARY TO EXPEND STATE AID TO LIBRARY ~UND ($355,952) Mr. Buck, Mrs.~Gleason, Dr. Gunter, Dr. Hall. Noes: None. The $208,000 appropriation for the Community Development Block Grant Jobs Bill Program which was offered at the meeting of July 18th was approved by the following vote. Ayes: Mr. BuCk, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes~: None. The $30,000 appropriation for asbestos removal from City schools which was offered at the meeting of July 27th, was approved by the. following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. Mr. Hendrix reported that the Community Service Officer Programhad been successfully opera.ting .in Westhayen, but as addi- tional housing units had been added, there was a need for an additional officer. Mr. Hendrix stated that both Mr. John deKoven Bowen, Chief of Police, and M.r. Gene Arrington, Director of the Housing Authority, were in favor of the recommendation. Mrs. Gleason and Dr. Hall .agreed that the Community Service Officers had proven their value. Dr. Hall moved, Dr. Gunter seconded, and the following appropriation was carried over to the next meeting. Be it Resolved by the Council of the City of Charlottesville, Virginia that'the sum of $14.,000.00 is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 01-21030 for the employment by the City Police Department of a community service officer for the First Street public housing project. Mr. Buck stated that he would abstain from consideration of the' appropriation and asked Mrs'. Gleason to lead the discussion. Dr. John Bberhart, Assistant Superintendent of Charlottesville Schools, described the Italian Exchange Program that was jointly sponsored by the City and County governments and private citizens. American students had visited Prato and Poggio a Caiano, Italy, sister cities to Charlottesville and Albemarle County in July, and the Italian students were visiting the Charlottesville area for the month of August. Dr. Bberhart-asked for the appropriation of $4,750 to cover the costs of .travel, overnight expenses, and admission fees for the students. He added that an identical request was being made to the Albemarle County Board of Supervisors. Mrs. Gleason stated that the Italian students had arrived-in Charlottesville the previous Friday night and were met by the American students with a great deal of. enthusiasm. Dr. Gunter moved the appropriation, Dr. Hall seconded, and the following appropriation was carried over to the next meeting: Be it Resolved by the Council of the City of Charlottesville, Virginia, that the sum of $4,750.00, or as much thereof as may be necessary, is hereby appropriated from the unappropriated balance of the General Fund to expenditures account for the City's share of the cost of arrangements for the visit of exchange students from Poggio a Caiano and Prato, Italy. Mr. Hendrix stated that the State Library Board required annual approval for the Jefferson-Madison Regional Library to expend the- $358,952 in State aid to the library fund. Dr. Hall moved, Dr. Gunter seconded, and the resolution was unani- mously approved.
