258 <br /> <br />STAFF REPORT: <br />CITY MANAGER'S <br />EVALUATION>FLAN <br /> <br />PRESENTATION: <br />MIKE BOGGS, <br />AIRPORT MANAGER <br /> <br />RESOLUTION: <br />ESTABLISHING <br />PIEDMONT POLICY <br />BOARD TO CARRY <br />OUT DUTIES OF <br />JOB TRAINING <br />PARTNERSHIP ACT <br /> <br />be held September 12th. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated <br /> <br />that he recalled the University Circle area being on top of.the list <br /> <br />of priorities for sidewalk reconstruction. <br /> <br /> Mr. Hendrix reported to Council ~hat he would soon have an <br /> <br />outline for a plan for evaluating the City Manager which woUld include <br />objectives set by City Council and follow-up on progress~ Mr. Hendrix <br />stated that an all-day work session may be necessary to discuss the <br />plan. <br /> <br /> On a. request by Mrs. Gleason, Mr. Hendrix described the current <br /> evaluation method which involves Council verbally discussing with the <br /> City Manager his progress. ~The new plan would represent a~more formal <br /> process. <br /> <br /> Mr. Mike Boggs, Airport Manager, summarized the facilities and <br /> activities of the airport. He stated that the airport had a 6,000 <br /> foot runway, instrument landing, and a control tower in operation 16 <br /> hours a day. A market study had been done which Showed there was a <br /> potential of 118~000 passengers from the area, but o~ly~59% of that <br /> population presently used the airport. Piedmont, Air.Virginia and <br /> Hensen Airlines presently use the airport, as well as many small non- <br /> commercial airplanes. <br /> <br /> Mr. BOggs stated that~the airport receives fun~ing from the <br /> Federal Aviation Administration, the State Department of Aviation, City <br /> of Charlottesville, and Albemarle County. <br /> <br /> Mr. Boggs said that a problem area was traffic flow and parking. <br /> The terrain surrounding the airport makes it expensive to expand, <br /> though an internal loop system~is planned for 1984. <br /> <br /> The Airport Board is interested in creating an Airport Authority <br /> which would keep the roles of the City and County unchanged, but would <br /> allow for additional means of obtaining funds. <br /> <br /> Mr. James Skove from the Thomas Jefferson Planning District <br /> Commission, presented Council with a resolution which would establish <br /> a policy board composed of half private industry and half local <br /> governments to carry out the duties of the Job Training Partnership <br /> Act. <br /> <br /> Dr. Gunter moved, Mrs. Gleason seconded, and the resolution was <br /> unanimously approved. <br /> <br /> WHEREAS, the Governor of Virginia has designed the Counties <br /> of Albemarle-, Culpeper, Fauquier, Fluvanna, Greene, Louisa, Madison, <br /> Nelson, Orange and Rappahannock and the Ci. ty of Charlottesville as <br /> the Piedmont Service Delivery Area, and <br /> <br /> WHEREAS, implementation of the Job Training Partnership Act <br /> requires that local governments and the Private Industry Council <br /> agree on the following issues: <br /> <br /> 1. a procedure for the preparation and joint submission of <br /> an annual plan for activities to be carried out with Job <br /> Training Partnership Act funds, and <br /> <br /> 2. the designation of a grant recipient and administrative <br /> agent and the duties and responsibilities of the grant <br /> recipient and of the administrative agent, and <br /> <br /> 3. apr. ocedure for assigning liability for disallowed costs <br /> arising from Job Training Partnership Act program <br /> activities or administration, and <br /> <br /> 4. a procedure for local governments to make appointments <br /> of individuals to serve on the Private Industry Council; <br /> <br /> <br />
