JEFFERSON <br />STREET FROM R3 <br />TO Bi <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br /> ' ~'"AN <br /> The ordinance entmtl'ed~' ORDINANCE TO AMEND AND REORDAIN <br />SECTION 1S-14 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED, RELATING TO THE PRORATION OF CITY BUSINESS LICENSE TAXES" <br />was approved by the following vote. Ayes: Mr. Buck, Mr. Conover, <br />Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> Mr. Wiley explained the ordinance entitled "AN ORDINANCE TO <br />AMEND AND REORDAIN SECTIONS .16.1-3 AND 16.1-S OF THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1976, RELATING TO DEFINITIONS AND METHODS <br />OF MEASURING SOUND LEVELS APPLICABLE UNDER THE CITY NOISE CONTROL <br />ORDINANCE." This ordinance would change the way in which, noise is <br />measured in multi-family dwellings. PreviouslY, noise had been <br />measured at the property line, but the change would treat each dwelling <br />unit as separate property and allow noise measurement outside each <br />unit. <br /> <br /> Mr. Richard Jones explained to Council that he had requested the <br /> <br /> change to benefit ~tenants in multizfamily dwellings. <br /> Dr. Hall moved, Mr. Conover seconded, and the ordinance was <br /> carried over to the next meeting. <br /> <br /> Mr. Huja presented the Ordinance entitled "AN ORDINANCE TO AMEND <br /> <br /> AND REORDAIN SECTIONS 31-20, 31-1S9 AND 31-271, AS SEVERALLY AMENDED <br /> OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO PERMITTED <br /> USES IN R-2 RESIDENTIAL DISTRICTS, SPECIFICATIONS FOR OFF-STREET <br /> PARKING SPACES AND THE POSTING OF SIGNS ADVERTISING PROPOSED CHANGES <br /> IN ZONING CLASSIFICATIONS, ALL UNDER THE CITY ZONING ORDINANCE." <br /> Mr. Huja stated that the changes, which were recommended by the' <br /> Planning Commission, included the following: 1) limiting single-family <br /> attached units to two units per building in R2 zones, 2) allowing 20% <br /> of the parking spaces in lots of 10 or more vehicles to be designated <br /> for compact car use in order to use parking space more effectively and <br /> allow for the planting of shade trees, and 3) correcting a procedural <br /> reference to filing a petition for a change in a district classification <br /> by stating that they be filed with the Director of Planning. <br /> Mrs. Gleason moved, Dr. Gunter seconded, and the ordinance was <br /> <br /> carried over to the next meeting. <br /> <br /> Mr. Huja introduced the ordinance entitled "AN ORDINANCE ~ENDING <br /> <br /> AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31.4 OF THE <br /> ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY <br /> THE REZONING OF PROPERTY LOCATED ON EAST JEFFERSON STREET IN THE CITY <br /> OF CHARLOTTESVILLE." Mr. Huja stated that the Planning Commission <br /> recommended approval of the rezoning for the following reasons: 1) it <br /> is consistent with the comprehensive plan and 2) it would not have a <br /> significant negative impact on the neighborhood. <br /> Dr. Hall moved, Mr. Conover seconded, and the ordinance was carried <br /> over to the next meeting. <br /> <br /> There were no matters by the public. <br /> <br /> On a question from Dr. Hall regarding gas line construction on 9th <br /> Street, Mr. Hendrix replied that he would investigate the matter. <br /> Mrs. Gleason requested a staff report concerning a report by Ms. <br /> <br /> Ora Maupin, Commissioner of Revenue-, which had stated that rent exemptions <br /> <br /> <br />
