28.2', <br /> <br />PRESENTATION: <br />CHARTER HOUSE <br /> <br />STAFF REPORT: <br />SIDEWALKS <br /> <br />STAFF REPORT: <br />CDB6 OVERALL <br />DIRECTIONS <br /> <br />Board of Equalization in a year, and that most are satisfied after <br />discussing the matter with the assessor. <br /> Responding to a question from Mr. Conover, Mr. Claytor stated <br />that properties are physically inspected once every four years. <br /> Mr. Gene Krumnacher, an Albemarle County appointee to the Region <br /> <br />10 Community Services Board, addressed Council regarding the decrease <br />in the grant from the Department of Criminal Justice Service from <br />$103,040 to $85,000 for Charter House for the present physical year. <br />Mr. Krumnacher reviewed the alternatives that had been considered by <br />Region 10 which included continuing the present operationwith <br />decreased hours, decreasing the rehabilitative service, and maintain' <br />only shelter .services, and asking Council to appropriate $15,890 to <br />enable Charter House to continue its present pro.gram. <br /> Mr. Krumnacher stated that Charter House was considered to be a <br /> <br /> large success and that everyone involved was shocked at the grant <br /> decrease. Mr. Krumnacher added that his purpose was to. infOrm Council <br /> of the situation, that he was aware that Mr. Buck had appealed tO <br /> Governor Robb to reconsider the grant decrease, and that he would wait <br /> until the State's reply was received before actually requesting the funds <br /> from Council. <br /> Mrs. Gleason questioned whether Region t0 was considering other <br /> possible sources for funds, and Mr. Krumnacher replied that they were <br /> exploring'financial support from churches and the public. <br /> <br /> Mr. Hendrix explained that approval of sidewalk priorities listed <br /> <br /> in a report to Council had previously been deferred by Council so that <br /> staff could prepare a report on Jefferson Park Circle. Staff had <br /> found that a sidewalk was needed on Jefferson Park Circle, but did not <br /> recommend that it be given priority over the list submitted. <br /> <br /> Mr. Conover moved approval of the list of sidewalk construction. <br /> <br /> Mrs. Gleason seconded the motion, adding that she Would like an estimated <br /> time frame to be included with each sidewalk project. <br /> Noting the expense'connected with the Stadium Road sidewalk, Mr. <br /> Hendrix stated that he did not think the University of Virginia would <br /> contribute financially. <br /> <br /> Mr. Buck added that the sidewalk should not be contingent on a <br /> financial commitment from the University of Virginia and that University <br /> of Virginia students should not be denied safety. <br /> <br /> Mr. Conover requested t.hat the engineers attempt to save existing <br /> trees Whenever possible when constructing the sidewalks. <br /> Council unanimously approved the list of sidewalks for new con- <br /> struction. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated that <br /> <br /> a public hearing had been held concerning the Overall Directions of <br /> the Community Development Block Grant. The CDBG Task Force made the <br /> following recommendations: 1) continue the emphasis on Fifeville until <br /> its completion, and 2) do not designate a priority neighborhood, but con- <br /> centrate on projects in Rose Hill and Belmont, with. some priority to <br /> drainage needs. <br /> <br /> Mrs. Gleason moved, Dr. Hall seconded, and the CDBG Task Force <br /> <br />report was unanimously accepted by Council. <br /> <br /> <br />
