MINUTES PUBLIC PRESENTATION: TOM HATCH, DATA PROCESSING APPROPRIATION: $2S,000 FIRE- TRAINING CENTER (2nd reading) .of increasing fines and/or towing of vehicles in violation. On a question from Mrs. Gleason, Mr. wiley stated that the City does have enforcement powers for handicapped spaces in business' parking lots that are open to the public. Mrs. G.leason moved, Dr. Hall secondsd the motion, and Council unanimously Voted to go into Executive Session. to discuss legal matters as exempted by Section 2.1~344 (a)(6) of~-~the'vi~ginia Freedom of Inf0rmation..Act. Absent: Dr. Hall. (arrived late) On motion ~by Mrs. Gleason, seconded by Mr. Buck, the minutes of October llth were approved as presented, with Mr. Conover and Dr. Gunter abstaining. On motion by Mrs. Gleason, seconded by Mr. Conover~ the minutes of October 17th were unanimously approved as presented. 'On motion by Mrs. Gleason, seconded by Mr. Conover, the minutes of October 18th were unanimously approved as presented. On a request by Mr. Wiley, approval of t~he minutes of October 24th and October '27th Was deferred until the next meeting. Dr. Charles Tolbert from the Astronomy Department of the University of Virginia, asked for Council's approval of a resolution endorsing the location of the Very Long Baseline Array Operations Center at the University. Mr. Conover moved approval of the resolution, Dr. Gunter seconded the motion, and the resolution was unanimously approved. WHEREAS, the National Radio Astronomical Observatory Headquarters is located on the grounds of the University of Virginia and is a major component in the scientific and technical life of the area; and WHEREAS, its proposed Very Long Baseline Array Operations Center would provide significant additional high technology..and academic development; and WHEREAS, having this type of facility enhances economic ov~ortunities and enriches the entire~community; and ~' WHEREAS, the decision on the Iocation of the Operations Center will soon be made; THEREFORE, BE IT RESOLVED tha~ the Council strongly encourages the University and the business communi!ty to make every effort to establish a favorable environment for the Center, and the Council expresses its support for its location in the community. Dr. Hall joined the meeting atl this time. Mr. Tom Hatch, Data Processing Director, explained the three main functions of his department: 1) maintenance of the data base, 2) access to the data base, and 3) technical ~dvice and training. He stated that the computer can be expanded to meet the future needs of the City. Thirty terminals are located throughout the City offices which allows direct access to the computer's information. The Data Processing Department is responsible for the City's Word Processing. Center and Copy Center. The Appropriation of $2S,000 for the Fire Training Cen.ter was approved
