292 <br /> <br />APPROPRIATION: <br />$200 FIRE <br />DEPARTMENT <br />CONTRIBUTION <br /> <br />RESOLUTION: <br />AUTHORIZING SPECIAL <br />PROJECTS FUND FOR <br />REGION 10 COMMUNITY <br />:;SERVICES BOARD <br /> <br />ORDINANCE: <br />BARBED ~IRE <br />FENCES <br />(2nd reading) <br /> <br />ORDINANCE: <br />REZONING PROPERTY <br />LOCATED AT 2114 <br />ANGUS ROAD FROM <br />B1 TO B2 <br /> (2nd reading) <br /> <br />by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, <br /> <br />Dr. Gunter, Dr. Hall. Noes: None. <br /> Mr, Hendrix stated'that $200 had been donated to the Fire <br />Department and needed to be appropriated in order to be deposited <br />in the proper account. He added that because the amount was less <br />than $1,000, it could be approved in one reading. <br /> Mrs. Gleason mOVed the Appropriation for the Fire Department <br /> Contribution of $200, Dr. Gunter seconded the motion, and the <br /> appropriation was approved by the following vote. Ayes: Mr. Buck, <br /> Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hail. Noes: None. <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $200.00 received from various private <br /> donors as an expression of gratitude for services performed by the <br /> City Fire Department, is hereby received as revenue in the General <br /> Fund and appropriated to expenditure account 01~22011-4605 to be <br /> expended as directed by the Fire Chief for the benefit of Fire <br /> Department personnel. <br /> <br /> The resolution Authorizing a SPecial Projects Fund for Region <br /> <br /> 10 COmmUnity Services Board was carried over to the next meeting to <br /> enable the staff to complete a report for Council.. <br /> <br /> Dr. Hall stated his opposition to allowing any barbed wire <br /> <br /> fences in the City. <br /> <br /> Mr. Buck said he felt barbed wire fences could be legitimately <br /> used to protect commercial properties. <br /> Mr. Conover added his agreement with Dr. Hall's opposition to <br /> barbed wire. <br /> <br /> Mr. Buck stated he felt the present form of the ordinance was <br /> <br /> a good balance of safety and protection and did not feel government <br /> should interfere to such an extent in the use of private property. <br /> <br /> Ms. Judy Breedon, a citizen who had made a complaint about <br /> <br /> barbed wire fences, stated her disapproval of barbed wire and added <br /> that it becomes more dangerous as it gets older. <br /> Mr. Conover said he felt barbed wire should be banned comoletely <br /> in residential areas and that the ban on its location on street fronts <br /> should be maintained. <br /> Mrs. Gleason moved to amend the ordinance by only allowing the <br /> use of barbed wire fences on commercial and institutional properties <br /> at a height of six feet. Dr. Gunter seconded the amendment and it <br /> was approved by the following vote. Ayes: Mr. Conover, Mrs. Gleason, <br /> Dr. Gunter, Dr. Hall. Noes: Mr. Buck. <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br /> 25-26 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO <br /> BARBED WIRE FENCES" was approved by the following vote. Ayes:' Mr. <br /> Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: Mr. Buck. <br /> The ordinance entitled "AN ORDINANCE AMENDING AND ENACTING THE <br /> <br /> DISTRICT MAP INCORPORATED IN SECTI~ON 31-4 OF THE ZONING ORDINANCE <br /> OF THE-~ODE OF THE CITY OF CtlARLOTTESVILLE, 1976, BY THE REZONING OF <br /> PROPERTY LOCATED AT 2114 ANGUS ROAD IN THE CITY OF CHARLOTTESVILLE" <br /> was approved by the following vote.
