ORDINANCE: <br />AMENDING REAL <br />ESTATE TAX <br />RELIEF AND <br />RENT RELIEF <br /> <br />PUBLIC <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />PUBLIC HEARING: <br />TAX EXEMPTION <br />FOR CHARLOTTES- <br />VILLE-ALBEMARLE <br />LEGAL AID <br />SOCIETY <br /> <br /> Mr. O'Connell stated that the General Assembly had increased and <br /> liberalized the limits to qualify for rent and tax relief for the elderly <br /> and disabled. <br /> <br /> Mr. Conover asked if a range of cost estimates for different <br /> eligibility levels could be made available. <br /> <br /> Mrs. Gleason stated her support of higher income levels and net <br /> worth, especially in light of the decrease in persons applying for relief <br /> this-year, over the previous year. <br /> <br /> Ms..Or.a Maupin, Commissioner of Revenue, said that some citizens <br /> complain to her that they are not in favor of the program, and she felt <br /> the $12,000 income level was reasonable. She added that a de.f. erred plan <br /> was available in many cities. <br /> <br /> Mr. Wiley stated that at a public hearing held previously, persons <br /> who attended were overwhelmingly opposed to a deferment plan because th'ey <br /> viewed it as burdening their heirs. <br /> <br /> Mr. Buck requested that staff provide additional information on the <br /> <br /> cost estimates, and that the option of a deferred plan be included. <br /> The ordinance was carried over to the next meeting. <br /> There were no matters by the public.. <br /> The meeting was adjourned. Gunter, Dr. Hall. <br /> Absent: None. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the minutes of <br /> October 24th were approved as corrected, with Mr. Conover and Mrs. <br /> Gleason abst.aining. <br /> <br /> On motion by Dr..Gunter, seconded by Mrs. Gleason, the minutes of <br /> October 27th were approved as presented, with Mr. Conover abstaining. <br /> <br /> On motionlby Mrs. Gleason, seconded by Dr. Gunter, the minutes of <br /> <br />November 7th were approved as. presented, with Dr. Hall abstaining. <br /> <br /> There were no matters by the public. <br /> <br /> Mr. Hendrix stated that the City had received a request by the <br />Charlottesville-Albemarle Legal~Aid Society for Council's endorsement <br />of legislation which would grant them tax exempt status, and that a <br />public hearing was required 'before Council's consideration of the matter. <br /> <br /> Mr. Peter Mclntosh, Director of Legal Aid, requested the aooroval <br /> <br />of the tax exempt status, stating that the Legal Aid Society owns <br />approximately $16.,000 in p.roperty~, mostly books'. <br /> <br /> As there were no other speakers, the public hearing was closed, <br /> Mrs. Gleason moved the Resolution Endorsing Legislation to Grant <br /> <br />Tax Exemption for Charlottesville-Legal Aid Society, Dr. Gunter seconded <br />the motion, and it was unanimously approved by Council. <br /> <br /> WHEREAS, the Charlottesville-Albemarle Legal Aid Society has asked <br />this Council to endorse an amendment to Title S8 of the Code of Virginia <br />granting the Charlottesville-Albemarle Legal Aid Society exemption from <br />certain state and toca] taxes; and <br /> <br /> WHEREAS, Charlottesville-Albemarle Legal Aid Society is a non- <br />profit corporation organized to provide centralized fund raising and <br />other coordinated services for the benefit of several charitable and <br /> <br />29':g <br /> <br /> <br />
