-29 4 <br /> <br />PRESENTATION: <br />SATYENDRA HUJA, <br />COMMUNITY <br />DEVELOPMENT <br /> <br />benevolent organizations providing services to residents of <br />Charlottesville; and <br /> <br /> WHEREAS, this Council has considered whether property of <br />the Charlottesville-Albemarle Legal Aid Society should be exempt <br />from taxation, at a public hearing, duly advertised as required <br />by Section 30-1.9.04 of the Virginia Code, held on November 21, <br />1983; and <br /> <br /> WHEREAS, the Council finds that the Charlottesville-Albemarle <br />Legal Aid Society: <br /> <br /> (1) Has been exempt from federal taxation pursuant to <br /> Section 501(c)(3)of the Internal Revenue Code of <br /> 1954; <br /> <br /> (2) Holds no current license from the Alcoholic Beverage <br /> Control Board; <br /> <br /> (.3) Pays no compensation to any officer or director in <br /> excess of reasonable allowance for services rendered; <br /> <br /> (4) Does not distribute any part of its ~et earnings to <br /> any individual. Ail funds come from contributions, <br /> local, state and federal grants; <br /> <br /> (5) Provides services fOr the common good of the public; <br /> <br /> (6) Does not carry on any political activity; <br /> <br /> (7) Has no rule, regulation, policy or practice discriminating <br /> on the basis of religious conviction, race, color, sex <br /> or national origin; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> Charlottesville that the Council hereby endorses, supports and <br /> approves the adoption of an amendment to Title 58 of the Code of <br /> Virginia exempting property of the Charlottesville-Albemarle Legal <br /> Aid Society located in the Ci'ty of Charlottesville from state and <br /> local.taxation; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council is directed <br /> to convey certified copies of this resolution to the members o£ the <br /> General Assembly representing the City. <br /> <br /> Mrs. Gleason requested that a list of local tax exempt agencies <br /> b'e published so that the public could be made aware of this alternate <br /> method in which agencies may be subsidized. <br /> <br /> Mr. Satyendra Huja~ Director of Community Development, stated <br /> that the Department of Community Development was created in 1973 to <br /> deal with physical, social, and economic planning for Charlottesville <br /> in a comprehensive manner. He listed the following as objectives <br /> for his department: 1) promote and maintain a high quality of life, <br /> <br /> 2) protect .and improve the quality of the environment, 3) afford equal <br /> access to opportunities, 4) develop and maintain a strong economy, <br /> 5) strive for equity, and 6) protect the public health, safety and <br /> weIfare. <br /> <br /> Mr. Huja stated that the Department of Community Development <br /> operates on a budget of $190,000 and has eight full-time employees. <br /> <br /> Mr. Huja presented a slide show which illustrated the various <br /> areas in which Community Development is invOlved in the City. The <br /> Department of Community Development administers various grant programs, <br /> such as the Community Development Block Grant, helps coordinate the <br /> Bicycle Safety Program, and works closely with various Boards and <br /> Commissions, such as the Planning Commission, Social Development <br /> Commission, Historic Landmarks Commission, and Board of Architectural <br /> Review. <br /> <br /> Mr. Huja stated that he felt more emphasis would be put on <br /> coordination of efforts for the area With Albemarle County end the <br /> University of Virginia in the future. <br /> <br /> CoUncil praised Mr. Huja for his continued success. <br /> <br /> <br />
