APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />PRESENTATION: <br />HOUSING ISSUES <br />AND STRATEGIES <br /> <br />APPROPRIATION: <br />FISCAL YEAR <br />END <br />APPROPRIATIONS <br />(2nd reading) <br /> <br />APPROPRIATION: <br />$9,000 <br />SOBRIETY CHECK- <br />POINT/ROADBLOCK <br />PROGRAM <br /> <br /> As there were no other speakers, the public hearing was closed. <br /> Dr. Hall moved approval of the CDBG recommendations, Dr. Gunter <br /> seconded the motion, and the CDBG recommendations ~were unanimously <br /> approved by Council. <br /> <br /> On motion by-Dr..Gunter, Robert B. Davis was unanimously appointed <br /> <br /> to fill an unexpired term on the Personnel Appeals Board to expire <br /> <br /> September 1, 1985. <br /> <br /> On motion by Dr. Hall, Dale Loretta Johnson was'unanimously appointed <br /> <br /> to serve a three-year term on the Youth Commission to expire February 1, <br /> <br /> 1985. <br /> <br /> On motion by Mrs. Gleason, the following persons were reappointed to <br /> four-year terms on the Board of Architectural Review, to expire January 1, <br /> 1988:' Michael Bednar as Planning Commission representative, Elizabeth <br /> <br /> Booker as citizen representative, and R. Stedman Oakey as citizen~representative. <br /> <br /> ._ Mr. Lloyd Snook, representing the Planning Commission and the Housing <br /> <br /> Task Force,. summarized the report on Housing Issues and Strategies. Mr. <br /> <br /> Snook listed four recommendations for improving housing in Charlottesville: <br /> 1) Regional cooperation to work on low income housing problems; 2) City <br /> encouragement of home ownership; 3) Continued rehabilitation efforts; and <br /> 4) Coordination by the City of its own housing efforts. Mr. Snook asked <br /> Council to' adopt the recommendations as a statement of official policy and <br /> adopt as part of the comprehensive plan. <br /> <br /> Mrs. Gleason praised the Task Force and its report for having <br /> <br /> recommended achievable goals. <br /> <br /> Mr. Conover concurred with Mrs. Gleason's comment-s and added that <br /> <br /> land use planning and zoning laws should be used to achieve a balanced <br /> community.. Mr. Conover stressed the importance of studying the City's own <br /> programs. <br /> <br /> Mr. Barry Kastner, Director of Charlottesville Housing Improvement <br /> <br /> Program, described three projects currently being investigated by CHIP. <br /> <br /> 1) A recent CHIP client offered to.donate her home to CHIP when she could <br /> no longer live there, to be used as shared living space for the elderly or <br /> handicapped.. 2)' A businessman on East'Market 'Street offered to donate a <br /> house on his property to CHIP if it could be moved to another location. <br /> <br /> 3) CHIP is looking into the possibility .of purchasing and renovating rental <br /> proper.ties and selling the individual apartments. <br /> <br /> Mr. Hendrix suggested that his staff prepare a report on the City's <br /> <br /> housing efforts and report back in two to three months. Council agreed <br /> <br /> to Mr. Hendrix's suggestion. <br /> <br /> Mr. Conover moved approval of the repor~ on Housing Issues and Strategies, <br />Dr. Hall seconded the motion, and it was unanimously approved by Council. <br /> <br /> The Fiscal Year End Supplemental Appropriations which were offered at <br /> <br />the meeting of January 17th were approved by the following vote. Ayes- Mr. <br />Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> Mr. Hendrix explained that this appropriation was an additional grant <br /> <br />for the Sobriety CheCkpoint/Roadblock Program from the Virginia Division of <br /> <br />Motor Vehicles and that no local money 'was involved. <br /> <br /> Mr. Conover moved the appropriation of $9,000 for the Sobriety Checkpoint/ <br />Roadblock Program, Dr. Gunter seconded the motions, and it was carried over <br /> <br /> <br />
