<br /> WHEREAS, it now apl ears in the public interest, following a public
<br />hearing duly conducted ~y this Council on March 19, 1984, that the public
<br />interest will.be served by the inclusion of additional areas within such
<br />conservation plan;

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville: .
<br />
<br /> 1. That the boundary of the area declared eligible for conservation
<br />by resolution of this Council adopted November 23, 1981 is hereby amended
<br />and extended as described in Exhibit A, attached to and incorporated by
<br />reference in this resolution.
<br />
<br /> 2. That the additional areas thereby included within such boundary
<br />are likewise declared to be deteriorating and eligible for conservation.
<br />
<br /> 3. That the Charlottesville Redevelopment and Housing Authority is
<br />authorized and directed to revise and extend its conservation plan and
<br />take such other action as it may deem appropriate to provide for the
<br />conservation of such additional areas.
<br />
<br /> Ms. Barbara Butler, representing the Charter House'Advisory Committee,
<br />stated that following State funding cuts and the request by Council that
<br />private funds be raised, $9,304 had been raised locally. Ms. Butler requested
<br />that Council appropriate $6,586 to continue the Charter House program through
<br />June of 1984.

<br /> Dr. Hall moved the appropriation of g6,586 for Charter House, Mrs.
<br />Gleason seconded the motion and it was carried over to the next meeting for
<br />consideration.
<br />
<br /> WHEREAS, the grant award from the Department of Criminal Justice
<br />Services for the operation of Charter House, a' shelter for homeless
<br />alcoholics, by the Region X Community Services Board was significantly
<br />reduced for FY 83-84; and '
<br />
<br /> WHEREAS, Charter House requested $1S,890 to allow .operation through
<br /> FY 83-84, and City Council advised on October 17, 1983 that Charter House
<br /> appeal for contributions from the community and submit a final request
<br /> for City funds after such appeal; and
<br />
<br /> WHEREAS, Charter House has received $9,304 in contributions from the
<br /> community as of March 19, 1984; NOW, THEREFORE
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia
<br />that the sum of $6,S86 is hereby appropriated from the General Fund to
<br />expenditure account 11-12240 for the continued operation of Charter House
<br />by the Region X Community Services Board during the remainder of FY 83-84.

<br />March Sth were approved by the following vote. Ayes: Mr. Buck, Mr. Conover,
<br />Mrs. Gleason, Dr. Gunter, Dr. Hail. Noes: None.

<br /> Mr. Hendrix stated that the Virginia Department of Highways and
<br />Transportation required Council to approYe the resolution which requested
<br />the Highway Department to acquire rights of way for the TSM projects which
<br />had been approved by Council..

<br /> Mrs. Gle'ason moved the resolution, Dr. Gunter seconded the motion, and
<br />it was unanimously approved by Council.
<br />
<br /> WHEREAS, Section 33.1-89 of the Cods of Virginia, as amended by the
<br />1970 Session of the General Assembly, authorizes the State Highway and
<br />Transportation Commissioner to acquire r~ghts of way for the construction,
<br />reconstruction, alteration, maintenance and repair of public highways
<br />within municipalities on projects which are constructed with State or
<br />Federal participation; and
<br />
<br /> WHEREAS, Section 33.1-89, as amended, further provides that the State
<br />Highway and Transportation Commissioner ~ay exercise such authority only
<br />upon receipt of official request from the~ city or town involved; now
<br />
<br /> THEREFORE, BE IT RESOLVED, that the ~ity Council of Charlottesville
<br />hereby requests the State Highway and Transportation Commissioner to
<br />acquire the necessary rights of way for Project~: U000-104-10S, RW-201
<br />
<br />within the Corporate Limits of said City
