340 <br /> <br />ORDINANCE: <br />ADJUSTMENT OF <br />SPEED LIMIT ON <br />250 BYPASS <br /> (2nd reading) <br /> <br />ORDINANCE: <br />ADJUSTMENT OF <br />SPEED LIMIT <br />ON AVON ST. <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />WORK SESSION: <br />SCHOOL BOARD <br />BUDGET <br /> <br />the Commissioner under established policies and procedures and <br />his decision in all instances will be final. <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND RBORDAIN <br /> <br />SECTION 16-9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, TO <br />CLARIFY DESCRIPTION OF MclNTIRE PARK ENTRANCE ON THE ROUTE 250 <br />BY-PASS" which was offered at the meeting of March Sth, was <br />approved by the following vote. Ayes: Mr. Buck, Mr. Conover, <br />Mrs. Gteason, Dr. Gunter, Dr, Hall. Noes: None. <br /> Mr. Hendrix stated that a request had been made to study <br /> raising the speed limit to 35 m.p.h, on a portion Of Avon Street. <br /> This study had been conducted by the Traffic Engineer. Mr. Hendrix <br /> added that the Belmont Neighborhood Association had been notified <br /> and were in general agreement with the change. <br /> <br /> Dr. Hall moved the ordinance entitled "AN ORDINANCE. TO AMEND <br /> <br /> AND RBORDAIN SECTION 16-9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> 1976, RELATING TO MINIMUM AND MAXIMUM SPEED LIMITS," Mrs. Gleason <br /> seconded the motion, and it was carried over to the next meeting for <br /> consideration. <br /> <br /> Rev. Raymond Hailes of Westwood Road, addressed Council <br /> concerning a drainage problem which would be made worse after con- <br /> struction of sidewalks on Rosser Avenue, and requested that Council <br /> support correction of the problem when the matter comes before them. <br /> Mr. Hendrix presented a resolution authorizing the City Manager <br /> <br /> to sign an agreement with the Virginia Department of Highways and <br /> Transportation. <br /> <br /> Mr. Conover moved the resolution, Mrs. Gleason seconded the <br /> motion, and it was unanimously approved by Council. <br /> BE ~.IT RESOLVED by the Council of the City.of Charlottesville, <br /> that the City Manager is hereby authorized to execute on behalf of <br /> the City the following document, in form approved by the City <br /> Attorney: <br /> <br /> Agreement between the City of Charlottesville and the <br /> Virginia Department of Highways and Transportation for a <br /> project involving improvement of 0.408 mil of Hydraulic <br /> Road, designated as Hydraulic Road, Project U000-104-103, <br /> PE101, RW201, CS01, D603. <br /> A copy of such document shall be kept on file with the minutes <br /> of the Council meeting at which this resolution was adopted. <br /> Council took a recess before beginning a work session in the <br /> Basement Conference Room. <br /> <br /> Council met in the Basement Conference Room for a work session <br /> <br /> on the School Board budget with members of the School Board and <br /> <br /> School Administration. <br /> The Council addressed questions to the School Board concerning <br /> the home-bound program, alternative education, the volunteer program, <br /> girls' versus boys' athletics, and summer school. <br /> Mr. Conover requested further information on the swimming program. <br /> Mr. Conover indicated his support of the teacher salary increases, <br /> but questioned the salary increases for non-teacher positions in the <br /> schools when similar increases were not projected for other City <br /> employees this year. Mr. Conover requested data comparing non-teacher <br /> school salaries versus other City employee salaries. <br /> School Board members stated that the increases were an attempt <br /> <br /> <br />
