APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />PRESENTATION: <br />MERGING OF <br />RSVP AND JABA <br /> <br />APPROPRIATION: <br />CDBG REALLOCA- <br />TIONS <br />(2nd reading) <br /> <br /> Dr. Gunter agreed with Dr. Hall that tagging be required and moved to <br />amend the ordinance by requiring tagging. Dr. Hall seconded the motion to <br />amend. <br /> <br /> The motion to amend the ordinance by requiring tagging was defeated <br />by the following vote. Ayes: Dr. Gunter,-Dr. Hall. Noes: Mr. Buck, Mr. <br />Conover, Mrs. Gleason. <br /> <br /> Mr. Conover moved to amend the ordinance as written since the initial <br />draft, Dr. Gunter seconded the motion to amend and the ordinance was amended <br />by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, <br />Dr. Hall. Noes: None. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE III <br />OF CHAPTER 4 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO RABIES CONTROL BY AMENDING AND REORDAINING SECTIONS 4-18 THROUGH <br />4-23 AND BY ADDING NEW SECTIONS NUMBERED ~-24 THROUGH 4-31, SUCH AMENDED <br />AND ADDED SECTIONS REQUIRING RABIES VACCINATIONS FOR DOGS AND CATS, AND <br />SPECIFYING CONTROL PROCEDURES AND PENALTIES" was approved by the f~llowing <br />vote. Ayes: 'Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br />Noes: None. <br /> <br /> On motion by Dr. Hall, Mr.. Gregor~ Lipton was reappointed and Mr. Jackson <br />Chambers was appointed by a unanimous vote to a four'year term on the <br />Industrial Development Authority. These terms shall expire on April S, 1988. <br /> <br /> Mr. Hendrix stated that the merging of the Retired Senior Volunteer <br /> <br />Program (RSVP) and the Jefferson Area Board for the Aging (JABA) had been <br />recommended by both staffs in order to better coordinate services to older <br />citizens, but that Council must indicate its willingness to contribute financially <br />to RSVP in future years. <br /> <br /> Mrs. Elizabeth Trimble, a JABA Board member, stated that the merger had <br />been approved by the Board. <br /> <br /> The resolution authorizing the merging of RSVP with JABA and indicating <br /> Council's willingness to continue financial support was moved by Mrs. Gleason, <br /> seconded by Dr. Gunter, and unanimously approved by Council. <br /> <br /> The CDBG Reallocation Approp'riation which was offered on April 16th was <br />-approved by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall.
