STAFF REPORT: <br />UPDATE ON <br />STATUS FOR <br />BMX TRACK <br /> <br /> Service Center would contract with Outreach Counseling Services for <br /> counseling, in the youths' homes, and 3) Development of a summer recreation <br /> program. Present and future opportunities would be explored, activities <br /> involving entire families would be stressed, creation of a teen center <br /> would be investigated, and continuation of the Rent-a-Teen program would <br /> occur. The Youth Serviqe Center would continue in its role as an advocate <br /> and Coordinator of yout~ Programs. The $10,000 plus $3,S80 contributed <br /> by <br /> Outreach Counseling SerVices,! would serve as a base to bring matching funds <br /> <br /> on a thre'e to one basis from the State Department of Corrections-. <br /> <br /> On a question from Mr. Buck, Mr.. Huja, Director of Community Development, <br /> replied that the Social Development.Commission had not been involved in the <br /> youth :study~ <br /> <br /> Mr. Buck noted concern that the recommended program' maintained the Youth <br />Service Center's curren~ functioning with Which Council had previously been <br />disenchanted, and that ~he only new component was the study of recreation <br />programs for youth for 1!985. <br /> <br /> Mr. O.'Connell stateid that the Task Force had attempted to identify the <br />areas'in which concrete results could be obtained and that the schools had <br />identified the need for counseling. <br /> <br /> On a question from Mr. Conover, Mr. O'Connell stated that he would <br />recommend that the City'[s Budget Analyst serve on the Youth Commission. <br /> <br /> On motion by Mrs. Glleason, seconded by Dr. Gunter, the resolution <br />approving the $10,000 for the services to youth program and authorizing the <br />City Manager to submit an application to the State was unanimously approved <br />by Council. (This resollution is on Page 378.) <br /> <br /> Mr. Buck stated his desire that the Social'Development Commission be <br />involved in the review of the youth program. <br /> <br /> Mr. Hendrix stated that the report was in response to Council's request <br />that additional informatfon, on possible locations for the BMX track be provided. <br /> ! <br /> Mr. Gene German, Di~ector'of .Parks and Recreation, stated that he had <br /> <br />spoken with Albemarle County staff and that while they were interested, they <br />had no suitable land available except for a parcel on the Greene County line <br />which was felt to be too far away. Mr. German added that land in Riverview <br />Park might be suitable, but persons in that neighborhood had indicated that <br />they would be strongly opposed to its location there. <br /> <br /> On a question from Dr. Gunter concerning impact on Pen Park, Mr. German <br />stated thaZ he felt it would have a negative impact on the park and would <br />necessitate additional p~rking. Mr. German emphasized that he thought it <br />was a good activity and felt it was only a matter of finding the propoer <br />location. <br /> <br /> Mrs. Gteason stated it was not the sport that she objected to, but its <br />location in a park that she felt was unique for a city park. Mrs. Gleason <br />stated that the idea of organized tournaments in an area with access for <br />handicapped and blind persons also concerned her. <br /> <br /> Dr. Hall stated that he would be in favor of the track at Pen Park. <br /> <br /> Mr. Conover agreed with Mrs. Gleason's comments and said that he thought <br />Riverview Park would be a preferential loca'tion. <br /> <br /> Mrs. Gleason suggested looking into the portion of Mclntire Park near <br />Melbourne Road. <br /> <br />3.75. <br /> <br /> <br />
