APPROPRIATION: <br />CAPITAL <br />IMPROVEMENTS <br />FUND <br /> <br /> Mr. Clem Sanford stated that he did not anticipate the sport <br /> <br />being as large or organized as it was in Lynchburg where there are <br /> <br />two MBX tracks. <br /> <br /> Mr. Conover moved to decline' Pen Park as a potential site and <br /> <br />to continue to seek other potential sites. Mrs. Gleason seconded <br /> <br />the motion. <br /> <br /> Mr. German stressed that it would be an error to locate the <br /> <br />track in a location with the intention of moving it to a permanent <br /> <br />location at a later time. <br /> <br /> Dr. Gunter stated she would like to see a permanent site be <br />diligently pursued. <br /> <br /> Pen Park was declined as the location for the BMX~'track by the <br />following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter. <br />Noes: Dr. Hall. <br /> <br /> Mrs. Gleason asked questions concerning the Capital Improvements <br /> Budget including: 1) The possibility of using the high school sports : <br /> complex as bus parking. Mr. Hendrix replied that it was not large <br /> enough. 2) The status of the long range drainage study. Mr. Berberich, <br /> Public Works Director, replied that negotiations'had been going on and <br /> a contract was-to be signed soon. 3) The amount of money previously <br /> appropriated to the Fire Training Center. 4) The location of the paved <br /> wheelchair trails. Mr. O'Connell stated th~se~were unidentified at this <br /> time. 5) The existence of sidewalk reconstruction in both the operating <br /> and capital budgets. Mr. Hendrix stated that the larger reconstruction <br /> projects were in the capital improvements budget. 6) The possibility <br /> of marking curb cuts for blind pedestrians. Mr. 'Huja stated that this <br /> could be addressed in new construction. <br /> <br /> Mr. Conover stated that he was pleased that the Capital Imorovements <br /> Budget was used in a functional way. Mr. Conover asked staff to provide <br /> information on what is deferred building maintenance. Mr. Conover also <br /> recommended that an analysis be done on the amount of financial support <br /> the City should contribute for airport improvements in the future. <br /> <br /> Dr. Gunter requested that joint meetings with the Albemarle County <br /> Board of Supervisors be considered as a means to better communication <br /> regarding long-term planning on projects that effect both the City and <br /> County. <br /> <br /> Mr. Buck stated that he had not been convinced that new voting <br /> machines were needed and moved to delete them from the Capital Improve- <br /> ments Budget. Mr. Conover seconded the motion. <br /> <br /> On a question by Mrs. Gleason regarding storage costs of the machines, <br /> Mr. Hendrix replied that they are stored in public buildings and the <br /> costs are for transporting them. <br /> <br /> Dr. Hail stated his preference that the new machines be purchased <br /> <br /> nOW. <br /> <br /> Mr. Conover stated that he felt it would be better to wait until <br /> <br /> even newer and better ~oting machines were unavailable. <br /> <br /> The voting machines were deleted from the Capital Improvements <br /> <br /> Budget by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs.. Gleason, <br /> Dr. Gunter. Noes: Dr. Hall. <br /> <br /> <br />
