384 <br /> <br />APPROPRIATION: <br />$1,ooo - <br />COMMUNITY <br />ATTENTION HOMES <br /> <br />RESOLUTION: <br />PEACE CENTER <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />that there is hereby appropriated from the Gas Fund, for the <br />operation of the gas utility during the fiscal year beginning <br />July 1, 1984 and ending June 30, 198S, the sum of $13,200,426, or <br />the amount of revenue actually received by such fund, Whichever is <br />the greater amount. Such appropriation shall be effective July 1, <br />1984. <br /> <br />III. Water Fund Appropriation <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes¥ilte <br />that there is hereby appropriated from the Water Fund, for the <br />operation of the water utility during the fiscal year beginning <br />July 1, 1984 and ending June 30, 198S, the sum of $2,148,?S6, or <br />the amount of revenue actually received by such fund, whichever is <br />the greater amount. Such appropriation shall be effective July 1, <br />1984. <br /> <br />IV. Wastewater Fund Appropriation <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />that there is hereby appropriated from the Wastewater Fund, for <br />the operation of the wastewater utility during the fiscal year <br />beginning July 1, 1984 and ending June 30, 1985, the sum of $2,240,239, <br />or the amount of revenue actually received by such fund, whichever <br />is the greater amount. Such appropriation shall be effective July 1, <br />1984. <br /> <br />Mr. Hendrix stated that a donation of $1,000 had been'made to <br /> <br />the Girls' Attention Home and it had to be appropriated in order to <br /> <br />be used, and added that because the amount was not over $1,000, it <br /> <br />only took one reading. <br /> <br />Adding her appreciation of the donor's generosity, Mrs. Gleason <br /> <br />moved the appropriation. Dr. Gunter seconded the motion and the <br /> <br />appropriation was approved by the following vote. Ayes: Mr. Buck, <br /> <br />Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the sum of $1,000.00, received as a donation from <br />a private individual, is hereby appropriated to expenditure account <br />19-11020 to be used to purchase bedroom furniture for the Girls' <br />Attention Home; and be it further <br /> <br /> RESOLVED, that the Mayor is requested to send a letter to the <br />donor expressing Council's gratitude for their generosity. <br /> <br />Mr. Ed Bickford requested Council support of the resolution <br /> <br />endorsing the location of the Peace Academy in the Charlottesville- <br /> <br />Albemarle area. <br /> <br />On motion by Mr. Conover, seconded by Mrs. Gleason, the resolution <br /> <br />endorsing the Peace Academy was unanimously approved by Council. <br /> <br /> WHEREAS, the potential for international conflict and nuclear <br />or conventional warfare remains one of the most difficult and <br />sensitive issues confronting our nation and the entire world; and <br /> <br /> WHEREAS, armed conflict between nations and within our society <br />is increasing at an alarming rate, so that the chaItenge facing the <br />people of the City of Charlottesville and this nation ~s the develop- <br />ment of supplementary and alternative non-violent techniques to' help <br />resolve and prevent violent conflict; and <br /> <br /> WHEREAS, it consistently has been the policy of the United States <br />to avoid armed conflict and to seek a peaceful and negotiated resolution <br />to international crises, and the people of Charlottesville recognize <br />the value of good international relations and the imperative need to <br />improve these relationships among all nations; and <br /> <br /> WHEREAS, the Commission for Proposals on the National Peace <br />Academy has recommended that a U. S. Academy of Peace and Conflict <br />Resolution be established to increase our nation's capability of <br />responding to national and international conflicts and to protect <br />and preserve the life and freedom of the citizens of this nation and <br />the world; and <br /> <br /> WHEREAS, the United States Congress cUrrently is considering a <br />bill which would establish a United States Academy of PeaCe and <br />Conflict Resolution which would be devoted to the study of, 'and the <br />training of governmental officials and other individuals in, the <br />principles of negotiated conflict management; and <br /> <br /> WHEREAS, the resolution of conflicts, whether personal, local, <br />national or international, can best be accomplished by the systematic <br />use of trained personnel and would result in savings to this nation <br />and others of countless billions of dollars and untold human suffering; <br />and <br /> <br /> <br />
