<br />CREATING PASSES
<br />AND ESTABLISH-
<br />ING NO Ct~NGE
<br />POLICY
<br />
<br /> WHEREAS, the international.peacemaking and conflict resolution
<br />activities of Americans throughout government, private enterprise
<br />and voluntary associations can be strengthened by a national institution
<br />devoted to the advancement of peace; and
<br />
<br /> WHEREAS, the establishment of. the U. S. Academy of Peace and
<br />Conflict Resolution is clearly consistent with our national heritage
<br />and the ideals of Presidents Jefferson and Wilson; and
<br />
<br /> WHEREAS, we, as the citizens of Charlottesville, wish to join the
<br />rest of the nation in giving a sign to other people and nations that we
<br />truly want to live in and be a part of a world in which peace and .justice
<br />exist for all; and
<br />
<br /> WHEREAS, Charlottesville is the home of the Federal Executive
<br />Institute, which serves as a research and training center for high level
<br />managers in the federal government; and
<br />
<br /> WHEREAS, the University of Virginia is one of the nation's leading
<br />comprehensive research and teaching universities, and already has a number
<br />of teachers, scholars and entities (such as the University' of Virginia
<br />Law School Center for Law and National Security and the White Burkett
<br />Miller School of Public Affairs) involved in research concerning international
<br />conflict management.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville that:
<br />
<br /> 1. The Council fully endorses 'the establishment, by either Congress
<br />or the Executive Branch, of an entity which would have as its primary
<br />purpose the study and research of, and the training of individuals in,
<br />principles concerning international conflict management; and
<br />
<br /> 2. If such an entity is established, the Council heartily endorses
<br />its lo'cation in the Charlottesville~Albemarle area.
<br />
<br /> Mr. Buck stated t~hat he felt the Peace Academy was a worthwhile effort
<br />and that Mr. Bickford was entitled to Council's gratitude for his efforts.
<br />
<br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, the resolution
<br />
<br />appointing viewers to consider closing the unopened portion of Clyde Street
<br />between Elliott and Altavista was unanimously approved by Council.
<br />
<br /> WHEREAS, this COunciI has received a petition requesting vacation of
<br />the portion of Clyde Street between Elliott Avenue and Altavista Avenue,
<br />a distance of approximately 250 feet; and
<br />
<br /> WHEREAS, it appears to Council that the notice required by Section
<br />15.1-364 of the Code of Virginia (1950), as amended, has been duly
<br />advertised;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville that Ms. Mary Jane Haynes, Messrs. W. J. Copeland and H.
<br />P. Winn, Jr. report in writing to Council what inconvenience, if any,
<br />would result from such vacation.

<br /> Mr. Hendrix explained that the resolution would create a pass system
<br />
<br />and create a no change policy.. Mr. Hendrix added that an extensive education
<br />
<br />campaign would be conducted before the changes went into effect.
<br />
<br />On motion by Mrs. Gleason, seconded by Dr. GUnter, -the resolution was
<br />
<br />unanimously approved by Council.
<br />
<br /> WHEREAS, ridership on Charlottesville Transit Service buses was
<br />400,000 riders per year when a policy of providing change to passengers
<br />was adopted, and ridership has now increased to ?08,000 riders per year;
<br />and
<br />
<br /> WHEREAS, increased ridership has strain'ed the capacity of the system
<br />to provide prompt, efficient service while drivers take time to make
<br />change for boarding passengers; and
<br />
<br /> WHEREAS, it is necessary to increase the ease of boarding
<br />Charlottesville Transit Service buses;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Charlottesville, Virginia:
<br />
<br /> 1. That, effective September 4, 1984, Charlottesville Transit Service
<br />bus drivers will cease making change for passengers and passengers should
<br />board buses with exact change for their fares; and
<br />
<br /> 2. That, effective September 4, 1984,' Charlottesville Transit
<br />Service will make bus passes available for sale to regular fare riders
<br />at several locations in the City. A 10-ride pass will be available for
<br />$4.50, or 45 cents per ride, a discount of S cents per ride. A 40-ride
<br />pass will be available for $17.00, or 43 cents per ride, a discount of
<br />? cents per ride.
