MINUTES <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br />STAFF REPORT: <br />BANNERS <br /> <br />the one,half interest to the City when the bonds have been retired. <br />-However, the County will undoubtedly expect the City to contribute <br />half the cost of any repairs required during the 20 years that cannot <br />be funded out of the reserve that will be accumulated. <br /> <br /> Mrs. Gleason questioned whether the space allowed for the Visitor's <br /> <br />Center would be adequate. Mr. Hendrix replied that 25% of the space would <br />be available for' that use and the remainder would be used for the <br />Monticello Museum. Mr. Hendrix added that although there would no longer <br />be space for the film previously shown, he felt it was adequate. <br /> <br /> Dr. Hall made a motion to approve the proposal as listed above, and <br /> <br />the resolution authori, zing the Mayor to sign a deed conveying the property <br />to the County of Albemarle and the City of Charlottesville. Mrs. Gleason <br />seconded the motion and it was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, that <br />the Mayor is hereby authorized to execute on behalf of the City the <br />following document., in form approved by the City Attorney: <br /> <br /> Deed of Commonwealth of Virginia, State Board for Community <br /> Colleges conveying Western Virginia Bicentennial Center <br /> property to County of Albemarle and City of Charlottesville. <br /> <br /> A copy of such document shall he kept on file with the minutes of <br />the Council meeting at which this resolution was adopted. <br /> <br /> Mrs. Gleason moved the ordinance conveying the property to Albemarle <br /> <br />County, Mr. Barnes seconded the motion, and it was Carried over to the next <br /> <br />meeting for consideration. <br /> <br /> Mrs. Gleason thanked Dr'. Hall for nominating her as Vice-Mayor. <br /> <br /> Dr. Hall stated that he had recently met with the NAACP and requested <br /> <br />that staff provide material on fair housing in the City. <br /> <br /> Mr. Hendrix stated that a report would be presented in six to eight <br /> <br />weeks on the cost-effectiveness and need for fair housing. <br /> <br /> On motion by Dr Hall, seconded by Mrs. Gleason, Council unanimously <br /> <br />voted to meet in executive session to discuss legal matters as exempted by <br />Section 2.1-344(a)(6) of the Virginia Free~m of Information Act. <br /> <br /> The meeting was adjourned. <br /> <br /> 1 r~ <br />C e ~/~ ~ President <br /> <br /> COUNCIL CHAMBERS - July 16, 1984 <br /> <br /> Council met in regular session on this date with the folloWing members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of July 2nd <br /> <br />were approved as presented, with Dr. Gunter abstaining. <br /> <br /> On moti~on by Mrs. Gleason, Mr. Cole Hendrix, City Manager, was unanimously <br />appointed to the Charlottesville-Albemarle Airport Authority. This term shall <br />begin August l, 1984. <br /> <br /> On motion by Dr. Hall, Mrs. Gleason was appointed to the McGuffey Art <br /> <br />Center Board, with 'Mrs. Gleason abstaining. <br /> <br /> Mr. Hendrix summarized a report submitted to Council. Mr. Hendrix stated <br /> <br />that VEPCO would no longer allow banners to be hung from their poles and that <br />a decision needs to be made as to whether banners on separate poles erected <br />either by VEPCO or the City will be allowed in the future. <br /> <br /> Mr. Buck suggested that a public hearing be held at the August 20th meeting <br /> <br />in order to give the public an opportunity to express their views. <br /> <br /> <br />
