FROM B-2 <br />TO B-3 <br /> <br />ORDINANCE: <br />REZONING <br />PROPERTY AT <br />1020 E. <br />JEFFERSON ST. <br />FROM B- 2 TO <br />B-3 <br /> <br />PUBLIC <br /> <br />OTHER BUSINESS <br /> <br /> On motion~ by Dr. Hall, seconded by Mrs. Gleason, the ordinance <br />entitled "AN ORDINANCE AMENDING THE REENACTING THE DISTRICT MAP INCOR- <br />PORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE C.ODE .OF THE CITY <br />OF CHARLOTTESVILLE, 1976, BY THE REZONING OF PROPERTY LOCATED AT THE <br />NORTH SIDE OF MONTICELLO AVENUE BETWEEN GLEASON STREET AND RIDGE STREET" <br />was carried over to the next meeting for consideration. <br /> <br /> Mr. Huja presented the Planning Commission's reasons for recommend- <br />ing .denial of the rezoning as follows: 1) It is contrary to the Land <br />Use Plan of the Comprehensive Plan. 2) The proposed and potential uses <br />would be incompatible with the adjacent residential areas. <br /> <br /> Mr. Barnes asked what staff's recommendation had been, but Mr. Huja <br />stated no recommendation had been.made. <br /> <br /> Dr. Hall moved to deny the. ordinance entitled "AN ORDINANCE AMENDING <br />AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE <br />ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY <br />THE REZONING OF PROPERTY LOCATED AT 507 STEWART STREET," Mrs. Gleason <br />seconded the motion. The ordinance was denied by the following vote. <br />Ayes: Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: Mr. Barnes. Absent: <br />Dr. Gunter. <br /> <br /> Mr. Huja presented the Planning Commission's reasons for recommending <br />approval of the rezoning as follOws: 1) It is in harmony with the Com- <br />prehensive Plan and the Land Use Plan. 2) It would not have a significant <br />adverse impact on the surrounding neighborhood. <br /> <br /> Dr. Hall moved the ordinance entitled "AN ORDINANCE AMENDING AND <br /> REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING <br /> ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE <br /> REZONING OF PROFERTY LOCATED AT 1020 EAST JEFFERSON STREET," Mr. Barnes <br /> seconded the motion, and it was carried over to the next meeting for <br /> consideration. <br /> <br /> Mrs. Gleason stated that she would abstain from any discussion on <br /> <br /> the Jefferson Street rezoning. <br /> <br /> Dr. Worchall requested that the issuance of industrial Development <br /> Bonds be on a priority basis and not on a first come, first served basis. <br /> <br /> Mr. Wiley summarized the proposal for the purchase and lease of the <br /> Visitor's Center as follows: 1) The sta~e will convey the property to <br /> the City and County. 2) Because the City can't lease property for more <br /> than five years without bidding, the City will convey its one-half <br /> interest to the County. 3) The County will issue a revenue bond for the <br /> full cost of acquisition. The bond will be secured by an assignment of <br /> the rents from the property. The County has received bids on the bonds. <br /> Sovran Bank is the apparent choice. The bonds will bear interest at <br /> 10.75% and will be fully paid off in 20 years. 4) The Thomas Jefferson <br /> Memorial Foundation will lease the property for 20 years. The rent will <br /> be sufficient to pay debt service on the bonds and to create a modest <br /> reserv~ for future repairs. The Foundation will sublease space to the <br /> Visitors' Bureau and will use the balance of the property as a museum and <br /> offices. 5) The bonds will not be legal obligations of the City. The <br /> County and City will sign a "side agreement" that the County will reconvey <br /> <br /> <br />
