However, the County will undoubtedly expect the City to contribute half the cost of any repairs required during the 20 years that cannot be funded out of the reserve that will be accumulated. Mrs. Gleason questioned whether the space allowed for the Visitor's Center would be adequate. Mr. Hendrix replied that 25% of the space would be available for' that use and the remainder would be used for the Monticello Museum. Mr. Hendrix added that although there would no longer be space for the film previously shown, he felt it was adequate. Dr. Hall made a motion t.o approve the proposal as listed above, and the resolution authorizing the Mayor to sign a deed conveying the property to the County o.f Albemarle and the. City of Charlottesville. Mrs. Gleason seconde'd the motion and it was unanimously approved by Council. BE IT RESOLVED by the Council of the City of Charlottesville, that the Mayor is hereby authorized to execute on behalf of the City the following document, in form appro'ved by the City Attorney: Deed of Commonwealth of Virginia, State Board for Community Colleges conveying Western Virginia Bicentennial Center property to County of Albemarle and City of Charlottesville. A copy of such document shall he kept on file with the minutes of the Council meeting at which this resolution was adopted. Mrs. Gleason moved the ordinance conveying the property to Albemarle County, Mr. Barnes seconded the motion, and it was carried over to the next meeting for consideration. Mrs. Gleason thanked Dr.. Hall for nominating her as Vice-Mayor. Dr. Hall stated that he' had recently met with the NAACP and requested that staff pr'ovide material on fair housing in the City. Mr. Hendrix stated that a report would be presented in six to eight weeks on the cost-effectiveness and need for fair housing. On motion by Dr. Hall, seconded by Mrs. Gleason, Council unanimously voted to meet in executive session to discuss legal matters as exempted by Section 2.1-344(a) (6) of the Virginia The meeting .was adjourned. President July 16, 1984 Council met in regular session on this date with the fOllowing members pre'sent: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of July 2nd were approved as presented, with Dr. Gunter abstaining. On motion by Mrs. Gleason, Mr. Cole Hendrix, City Manager, was unanimously appointed to the Charlottesville-Albemarle Airport Authority. This term shall begin August 1, 1984. On motion by Dr. Hall, Mrs. Gleason was appointed to the McGuffey Art Center Board, with Mrs. Gleason absiaining. Mr. Hendrix summarized a report submitted to Council. Mr. Hendrix stated that VEPCO would no longer allow banners to be hung from their poles and that a decision needs to be made as to wheiher banners on separate poles erected either by VEPCO or the City will be kllowed in the future. Mr. Buck suggested that a public hearing be held at the August 20th meeting in order to give the public an opportunity to express their views.
