4O8 <br /> <br />PUBLIC HEARING: <br />COMPREHENSIVE <br />PLAN <br /> <br /> Ms. Phyllis Hopkinson from the Jefferson Area Board for the <br /> <br />Aging, stated her support of banners as a way ~of making the co.mmunity <br />aware of issues such .as JABA'.s banne~r about Qlder Americans' Month <br />had done last spring. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Buck stated that the Clerk had received a call .from Jeanne <br /> <br />Van Gemert in support of the banners. <br /> <br /> Mrs. Gleason suggested contacting Southern Railway about the <br /> <br />possibility of hanging banners from their overpasses which would <br /> <br />eliminate the need to erect poles. <br /> <br /> Dr. Gunter stated that her initial response had been to do away <br /> <br />with banners, but the number of positiv~ remarks made over the_past <br /> <br />weeks had changed her opinion. <br /> <br /> Dr. G~nter made a motion that the City continue the policy of allowing <br />banners and that staff investigate locations and report back. Mr. Barnes <br />seconded the motion and it was unanimously approved by Council. <br /> <br /> Council agr'eed that staff should implement policy guidelines submitted <br /> <br />in the recent banner report. <br /> <br /> Mr. Warren Martin, Chai'rman of the Planning Commission, presented the <br />five year updates to the Comprehensive Plan which are mandated by the State <br />Code, and the Land Use Plan. Mr. Martin stated that a previous public <br />hearing on the Comprehensive Plan and Land Use Plan had been held by Council, <br />the Planning Commission and the Social Development Commission, and Mr. Martin <br />recommended their adoption by Council. <br /> <br /> Mrs. Mary Reese, Chairman of the Social Development Commission, stated <br />that the Social Development Commission had critiqued the Plan to make it <br />a more useful document and urged Council to concentrate on the highest <br />priorities. Mrs. Reese stated that immediate action was recommended on the <br />Mediation Center and Race Relations Study. Mrs. Reese added that there was <br />a need to clarify the role of the Social Development Commission in the <br />process of reviewing the Comprehensive Plan. <br /> <br /> Mr. Gib Akin of the North Downtown Neighborhood Association, read a <br />statement supporting the following principles for inclusion in the Compre- <br />hensive Plan: 1) avoidanc~ of strip development along routes leading into <br />the City, 2) continued preservation of historic areas and architecture, <br /> <br />3) emphasis on east-west orientation of the City, particularly between the <br />University .and downtown, 4) avoidance of north-south corridor to cut east- <br />west linkage, and 5) preservation of park land. <br /> <br /> Mr. David Toscano, a member of the Social Development Commission, <br />recommended that the language suggested by the Social Development Commission <br />regarding the investment policy of the City in South African be included <br />in the Comprehensive Plan. Mr. Toscano urged Council to include Charlottes- <br />ville in the movement to change racial policies in South Africa. <br /> <br /> Mr. Steve Campbell, member of the Social Development Commission, supported <br />continued emphasis on increasing teacher salaries and on development of a <br />mediation center. <br /> <br /> Mr. Buck stated that due to an advertising error, the public hearing would <br />be continued to the next meeting. <br /> <br /> <br />
