<br />The Redevelopment Plan conforms to a general plan for the
<br />development of the locality as a whole; and
<br />
<br /> WHEREAS, the Charlottesville Redevelopment and Housing Authority
<br />(herein called the "Authority") has heretofore made detailed studies
<br />of the location, physical condition of structures, land use,
<br />environmental influences, and social, cultural and economic conditions
<br />of the Project area and has determined that the area as amended is a
<br />slum, blighted and deteriorating area and that it is detrimental and
<br />a menace to the safety, health, and welfare of the inhabitants and
<br />users thereof and of the locality at large, because of dilapidation,
<br />obsolescence, overcrowding, faulty arrangement of design, lack of
<br />ventilation, light, and sanitary facilities, excessive land coverage,.
<br />deliterious land uses, or obsolete layout, or a combination of these
<br />or other factors, and the members of this Governing Body have been
<br />fully apprised by the Authority, and are aware of these facts and
<br />conditions; and
<br />
<br /> WHEREAS, there has been prepared and referr, ed to the City Council
<br />of the Locality (herein called the "G~erning Body',) for re¥iew and
<br />approval a Redevelopment Plan for the Project Area, as amended by
<br />Amendment No. 7, and dated August 1984 and consisting of fourteen
<br />pages of te×t and 2 exhibits; and
<br />
<br /> WHEREAS, a general plan has been prepared and is recognized and
<br />used as a guide for the general development Of the locality as a whole;
<br />and
<br />
<br /> WHEREAS, said Redevelopment Plan for the Project area prescribes
<br />certain land uses for the Project area and will require among other
<br />things, the vacating and removal of streets, alleys, and other public
<br />rights-of-way, the establishment of new street patterns, the location
<br />and relocation of sewer and water mains and other public facilities; and
<br />
<br /> WHEREAS, there has heretofore been presented to the Governing
<br />Body information and data respecting the relocation proposals heretofore
<br />prepared by-the Authority as a result of Studies, surveys, and inspections
<br />· n the Project area and assembling and analysis of the data and
<br />in£ormation obtained from such studies, surveys, and inspections; and
<br />
<br /> WHEREAS, no relocation liability shall result from this plan
<br />amendment.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE £OUNCIL OF THE CITY OF
<br />CHARLOTTESVILLE, VIRGINIA AS FOLLOWS:
<br />
<br />That it is hereby found and determined that the Project is
<br />a slum, blighted or deteriorating area and qualifies as an'
<br />eligible Project area under Article 7, Section 36-49 of
<br />Title 36, as amended, of the Code of Virginia.
<br />
<br />That said Redevelopment Plan for the Project aforementioned,
<br />having been duly reviewed and considered, is hereby approved,
<br />and the Clerk of Council be and is hereby ~irected to file
<br />said~copy of said Redevelopment Plan with the minutes of the
<br />meeting.
<br />
<br />That it is hereby found and determined that objectives of
<br />the Redevelopment Plan cannot be achieved through rehabilitation
<br />of the Project area.
<br />
<br />That it is hereby found and determined that the Redevelopment
<br />Plan for the Project area conforms to the general plan of
<br />the City of Charlottesville.
<br />
<br />That it is hereby found and determined that the above-
<br />mentioned Redevelopment Plan for the Redevelopment Area
<br />will afford maximum opportunity, consistent with the sound
<br />needs of the Locality as a whole, for the redevelopment of
<br />the Area by private enterprise.
<br />
<br />That in order to implement and facilitate the effectuation
<br />of 'the Redevelopment Plan hereby approved it is found and
<br />determined that certain official action must be taken by
<br />this Body with reference to, among other things, th~ vacating
<br />and removal of streets, alleys and other public rights-of~way,
<br />the establishment of new 'street patterns, ~he location and
<br />relocation of sewer and water mains and other public facilities,
<br />and, acCordingly, this Body~, hereby: (~) pledges its coopera-
<br />tion in helping to carry out such Redevelopment Plan; (b)
<br />requests the various officials, departments, boards and agencies
<br />of the locality having administrative responsibilities in the
<br />premises likewise to cooperate to such end and to exercise their
<br />respective functions and powers in a manner consistent with said
<br />Redevelopment Plan; and (c) stands ready to consider and take
<br />appropriate action upon proposals and measures designed to
<br />effectuate said Redevelopment Plan~
