42:4 <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br />APPOINTMENTS: <br />BOARDS AND <br />COMMISSIONS <br /> <br /> COUNCIL CHAMBER September 17, 1984 <br /> <br /> Council met in special session on this date with the following <br />members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, <br />Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, Council <br />unanimously voted to meet in executive session to discuss personnel <br />matters as exempted by Section 2.1-344(a)(1) of the Virginia Freedom <br />of Information Act. <br /> <br /> COUNCIL CHAMBER September 17, 1984 <br /> <br /> Council met in regular session on this date with the following <br />members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, <br />Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes <br /> <br />of September 4th were approved as presented, with Mr. Buck abstaining. <br /> <br />On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br />September 6th were approved as presented., with Dr. Gunter abstaining. <br /> <br /> Mrs. Peggy King of Lewis Mountain Road requested that an effort <br /> <br />be made to publicize garbage and trash requirements, that offenders <br />be given warnings and cited as needed, and that a pamphlet for <br />University of Virginia students regarding City laws relating to trash <br />be kept current. Mrs. King stated that the following neighborhood <br />associations supported her statement: Barracks Road, Belmont, Charlottes- <br />ville High School, Fifevitle, Fry Springs, Greenbrier, Jefferson Park <br />Avenue, Jackson Via, Lewis Mountain and Venable. <br /> <br /> Ms. Peggy Van Yahres, local coordinator for the Piedmont <br />Environmental Council presented the City with the Piedmont Environmental <br />Council's community improvement award and read the following citation: <br /> <br /> It is PEC practice not to bestow awards upon public servants for <br />work well done. We expect elected officials and public employees to <br />properly and ably conduct their business. <br /> <br /> But when an entire government -- elected officers and career <br />staff together -- exhibits outstanding achievement, it is clearly <br /> time to voice admiration and recognition. <br /> <br /> PEC might so recognize Charlottesville for many reasons. <br />Charlottesville has worked innovatively with the County that surrounds <br />it to share taxes, so that they need not compete for tax base. It <br />has actively supported private programs to rehabilitate low income <br />housing. It has provided public amenities such as swimming pools and <br />exercise areas. It is an Ail America City. PEC believes that urban <br />areas should be enjoyable and habitable, and could recognize <br />Charlottesville for its many efforts to remain a .quality community. <br />But other Piedmont population centers demonstrate similar leadership <br />across a broad range of government endeavor. <br /> <br /> Charlottesville, however, has gone beyond the others to do <br />something truly unique in our region. Charlottesville has dedicated <br />its downtown core, its Main Street, to people and their pleasurable <br />pursuits. From a thoroughfare once inhospitably crowded with cars and <br />trucks, Charlottesville has created a pedestrian mall, studded with <br />trees and benches, and lined by inviting shops. <br /> <br /> PEC salutes the City of Charlottesville for developing the most <br />people-oriented urban center in Piedmont Virginia. <br /> <br /> Mr. Buck accepted the award and stated that he felt it was a <br /> <br /> tribute to the entire community. <br /> <br /> Mrs. Glcason nominated Mr. Don Sours for the Planning Commission. <br />Dr. Gunter nominated Mr. Lloyd Smith, Jr. for the Planning Commission. <br />Mr. Sours and Mr. Smith were unanimously appointed to four-year terms <br />on the Planning Commission. These terms shall end on August 31, 1988. <br /> <br /> Dr. Hall nominated Mr. Alexander Gilliam .for the Jefferson Madison <br /> <br /> <br />
