REQUEST: <br />APPEAL TO <br />DOWNTOWN BOARD <br />OF ARCHITECTURAL <br />REVIEW DECISION <br /> <br />425 <br /> <br /> Regional Library Board. Mr. Gilliam was unanimously reappointed to a <br /> four-year term on the Library Board. This term shall expire August 31, <br /> 1988. <br /> <br /> Mrs. Gleason nominated Mr. Jeffrey O'Dell to the Historic Landmarks <br /> Commission. Mr. O'Dell was unanimously appointed to fill an unexpired <br /> term on the Historic Landmarks Commission. This term shall expire on <br /> August 31, 1986. <br /> <br /> Mr. Barnes nominated Ms. Sue Keyser for the Community Attention Homes <br /> Advisory Board. Ms. Keyser was unanimously Ireappointed to a three-year <br /> term on the Community' Attention Home Advisory Board. This term shall <br /> expire on September 8, 1987. <br /> <br /> Mrs. Gleason nominated Mr. Douglas Gilpin for the Downtown Board of <br /> Architectural Review. Mr. Gilpin was unanimously appointed to fill an <br /> unexpired term as the Board of Architectural Review representative on the <br /> Downtown Board of Architectural Review. This term will expire on February 28, <br /> 198?. <br /> <br /> Dr.~GUnter~mominated Mr. Francis Fife for the Thomas Jefferson Planning <br />District Commission. Mr. Fife was unanimously reappointed to a three-year <br />term~on the Planning District Commission. This term shall expire on July 6, <br />1987. <br /> <br /> Dr. Hall nominated Mr. Michael Graham for the Monticello Area Community <br />Action Agency Board. Mr. Graham was unanimously appointed to a two-year <br />term on the MACAA Board. This term will expire on June 30, 1986. <br /> <br /> Mr. Barnes nominated Mr. Rob Freer for the Board of Architectural Review. <br />Mr. Freer was unanimously appointed to fill an unexpired term on the BAR. <br />This term will expire on January 1, 1986. <br /> <br /> Dr. Gunter nominated Ms. Linda Peacock and Mr. George Butler to the <br />McGuffey Art Center Board. Ms. Peacock and Mr. Butler were unanimously <br />appointed to three-year terms .on the McGuffey Board. These terms will <br />expire on August 31, 1987. <br /> <br /> On motion by Mr, Barnes, seconded by Dr. Hall, the following expiration <br />dates.were unanimously set for present members of the McGuffey Board: Robert <br />Vickery August 31,. 1986; Fred Heblich - August 31, 1986; Elizabeth Gleason <br />August 31, 198S. <br /> <br /> Mr. Roger Wiley, City Attorney, Stated that the Library Board had <br />permitted an abstract sculpture to be placed in front of the library without <br />knowing that it would be subject tO approval by the Downtown Board of <br />Architectural Review, that after reviewing the sculpture the DBAR had found <br />it unsuitable and asked the Library to have it removed and that the Library <br />Board was appealing this decision. <br /> <br /> Mr. Jim Hingeley, representing the Library Board, stated the~ Board's <br />willingness to meet with all interested parties and return to Council <br />following the meeting. <br /> <br /> Mr. Jack Rinehart, representing the Downtown Board of Architectural <br />Review, stated that the DBAR wants to encourage sculpture downtown but felt <br />that the sculpture in question was inappropriate because of its material, <br />color and placement. <br /> <br /> <br />
