' <br /> <br /> THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Executive session to discuss personnel matters as exempted by Section <br /> 2.1-344(a)(1) of the Virginia Freedom of Information Act. <br /> <br /> BY ORDER OF THE MAYOR BY 'Jeanne Cox (signed) <br /> <br /> MAYOR'S OFFICE - October 1S, 198S <br /> <br /> Council met in special session on this date with the following members <br /> present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Absent: Dr. Gunter. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, Council unanimously <br /> voted to meet in executive session to discuss personnel matters as exempted <br /> By Section 2.1-344(a)(1) of the Virginia Freedom of Information Act. <br /> <br /> COUNCIL CHAMBER - October IS, 198S <br /> <br /> Council met in regular session with the following members present: <br /> <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Absent: Dr. Gunter. <br /> <br /> On motion by Mrs'. Gleason, ~conded by Mr. Barnes, the minutes of <br /> September 12 were unanimously approved as presented. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the minutes of <br /> September l?th were unanimously approved as corrected. <br /> <br /> On motion by Mr. Barnes, seconded by Dr. Hall, the minutes of <br /> <br />September 24th were unanimously approved as presented, with Mrs. Gleason <br />abstaining. <br /> <br /> There were no matters by the public. <br /> <br /> On nomination by Mrs. Gleason, Kimberly Walker, Rose Farber, Marie-Jose <br />Derdeyn and Mary Ellen Wilkinson were unanimously appointed to the Youth <br />Commission. Ms. Walker's term shall expire September 30, 198S. The terms <br />of Ms. Farber, Ms. Derdeyn and Ms. Wilkinson shall expire September 30, 1987. <br /> <br /> On nomination by Mr. Barnes, Mr. Gary O'Connell was unanimously <br />reappointed to a three-year term on the Jefferson Area United Transportation <br />Board (JAUNT). This term shall- expire September 30, 1987. <br /> <br /> Mrs. Betty Scott, Executive Director of the Drunk Driving Task Force, <br />presented the following major recommendations Of the Task Force: 1) develop <br />a public information officer position to maintain awareness of the drunken <br />driver problem, and to develop .volunteer community resources for continued <br />public education, 2) organize highway safety committees to have access to <br />funds aimed at increasing the arrests of drunken drivers, 3) selective <br />enforcement activities coordinated with a media campaign, 4) a system of <br />collecting and analyzing local data on drunk driving related crashes, <br />arrests and convictions, S) a steering committee composed of task force <br />members should be organized to monitor the implementation of all the <br />recommendations in this report, 6) request state legislators~ support of <br />state task force recommendations which require legislative change that are <br />supported by this task force, 5) a statute should be enacted mandating the <br />impoundment of the operator license by a magistrate, at the time of arrest <br />for operating a motor vehicle with a BAC.of .15% or above, and 8) the <br />restricted operator's license described in Sec. 18.2-271.1 of the Code of <br />Virginia should be abolished. <br /> <br /> <br />
