Dr. Hall <br />seconded the motion and it was unanimously approved by Council. <br /> <br /> Mr. L. G. Harding, Treasurer, presented the list of delinquent <br />1982 taxes and all penalties and erroneous assessment~ as of June 30, <br />1983 and requested that Council refer the matter to the committee <br />composed of the Director of Finance, Chairman of the Finance <br />Committee, Commissioner of Revenue and a Council member for a report. <br /> <br /> Council requested that the committee report back in 60 - 90 <br /> <br />days. <br /> <br /> Mr. Hendrix stated that Gary O'Connell, Assistant City Manager, <br />had been Working on the outline with County staff and requested that <br />Council review the outline to see if anything had been omitted or <br />if' unnecessary items were included. <br /> <br /> On questions from Mr. Buck, Mr. Gene German,-Director of Parks <br /> <br />and Recreation, stated that an assessment of the impact .of the <br />various options on persons using the program would be done and that <br />programs other than softball would be addressed. <br /> <br /> Council directed staff to proceed with the study. <br /> <br />On motion by Mrs. Gleason, seconded by Mr. Barnes, the resolution <br />allowing firemen to keep their old fire badges was unanimously approved. <br /> <br /> WHEREAS, the City Fire Department has changed the design of the <br />badges for its personnel., and the old badges cannot be sold to the <br />public in the manner prescribed for sale of surplus city property <br />because of the official nature of the badge; and <br /> <br /> WHEREAS, the Fire Department has tried unsuccessfully to sell <br />the old badges for recycling purposes to the 'badge manufacturer; <br />now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia, that the chief of the Fire Department is hereby authorized <br />and directed to distribute the old badges to individual department <br />employees as a token of gratitude for their service to the city. <br /> <br /> Mr. Hendrix stated that federal regulations required that <br />government agencies receiving general revenue sharing funds not <br />discriminate against the handicapped. In order to comply, Mr. Hendrix <br />stated that approximately $250,000 in capital improvements would need <br />to be made in the next two years. A report describing the needs and <br />plans was presented to Council. <br /> <br /> Mrs. Gleason requested that curbcuts be scored to help the blind. <br /> Dr. Hall moved the resolution approving the 504 Plan, Mrs. <br /> <br />Gleason seconded the motion and it was unanimously approved by Council. <br /> <br /> Mr. Hendrix stated that the Annual Housing Assistance Goals must <br />be approved by Council each year. <br /> <br /> The resolution approving the Housing Assistance Plan was moved <br /> <br />by Mr. Barnes, seconded by:Mrs. Gleason and unanimously approved by <br />Council. <br /> <br /> Mr. Satyendra Huja, Director of Community Development, stated <br /> <br />that the builders have requested a special permit for increased <br />density for their apartment building on 1910-1916 Jefferson Park <br />Avenue because of the size of the apartments and because th~ site. <br />plan had been approved prior to the change in the ordinance concerning <br />the four unrelated person restriction in R-3 zones. <br /> <br /> <br />
