Mr. Dunbar added that construction was moving <br /> slowly on the CHS auditorium. <br /> <br /> Dr. Joe Mooney, School Board member, stated that he felt the changes <br /> <br /> at CH$ would contribute to a better overall atmosphere at the high school. <br /> <br /> Dr. Vincent Cibbarelli, Superintendent of City Schools, reported that <br /> the school year had gotten off to a good start with morale and spirits high. <br /> Dr. Cibbarelli stated that the school budget was in the process of being <br /> developed and that a top priority would be an increase in teaching staff <br /> salaries. Dr. Cibbarelli added that these increases would be linked to a <br /> career ladder concept, and that a separate issue also being investigated was <br /> the merit system. <br /> <br /> Dr. Cibbarelli stated that space needs, especially on the elementary <br />school level, will be an area of attention as enrollment is increasing. The <br />relocation of central school administration offices to the Jefferson School <br />Annex and the upgrading of the building were also areas that will be studied. <br /> <br /> Dr. Cibbarelli reported that the Issues Task Force which evolved out <br /> <br />of the Issues Forum held last spring at Charlottesville High School was <br />progressing. <br /> <br /> Dr. Mooney discussed the issue Qf hostility toward teachers by parents <br />and students and subsequent refusal by school administrators to take action <br />which had been raised by Mr. John Baldino, local representative for the <br />Virginia Education AsSociation. <br /> <br /> Dr. Cibbarelli stated that he was not aware Qf the problem existing <br /> <br />in Charlottesville. <br /> <br /> Mr. Baldino agreed that it was not a problem in Charlottesville, but <br />was a problem in other areas that he represents. <br /> <br /> Mr. Cole Hendrix, City Manager, stated that a member of the SchoOl's <br />administrative staff, Tom McLernon, was serving on the City's capital <br />improvements committee in order for the school's needs to be considered <br />with the entire C~tv's capital budget. <br /> <br /> Council and School Board luncheon meetings were scheduled for the <br /> <br /> the month, with the next meeting set for November 14th. <br /> <br />sec~d Wednesdays of <br /> <br />he meeting was <br />President <br /> <br />adjourned. <br /> <br /> NOTICE OF 'SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BB HELD ON Saturday, November 3, 1984 <br />AT 10:00 a.m. IN THE 48 Devil's Knob Loop, Wintergreen, Va. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br />Work session <br />BY ORDER OF THE MAYOR BY Jeanne Cox ~signed) <br /> <br /> 48 DEVIL'S KNOB LOOP, WINTERGREEN - November 3, 1984 <br /> <br /> Council met in special session on this date with the following members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Council met in a work session and discussed the following topics: <br /> <br /> 1.
