Staff salaries had increased, positions had been upgraded in
the past year and the Girls' Home had been improved physically. Areas
being studied include extended leave for staff due to the high burn-out
rate and short-term less severe detention cases being .housed at the
Boys' Home.

On a question from Dr. Hall, Mrs. Wadlington stated that the
Family Oriented Group Home needs space for a central 'meeting place
and for storage.

Mr. Buck thanked the Board for their active involvement in the
Community Attention programs.

Mr. Hendrix stated that owners of property on Glenn Court were
requesting that the City convey to them a 20-foot wide strip of land
which had been reserved to allow widening of Chapel Hill Road should
it be annexed into the City. Mr. Hendrix stated that staff recommended
the conveyance at the fair market value.

Dr. William Grant who had initiated the request, stated that all
eleven property owners on Glenn Court were in favor of the request
and nine of those owners were present at the meeting. Dr. Grant
stated that while the Glenn Court residents were willing, if necessary,
to pay for the property, they preferred that it be conveyed at no
charge for the following reasons: 1) It was given to the City,
2) Glenn Court property owners have maintained the property, and
3) Transfer of the property would return it to the tax rolls.

Mr. Maine, a Chapel Hill Road resident, opposed the transfer
because he opposed the Glenn Court residents having access to
Chapel Hill Road, and suggested that if the property was to be sold
that it be put up for public bid.

A restriction prohibiting access to Chapel .Hill from the

property in question was discussed.
