Mrs. Margaret Carter, Chairman of the Planning Commission, <br /> <br />listed the following areas given high priority in the comprehensive <br />Plan by the Planning Commission: 1) drainage, 2) West Main Street, <br />3) home ownership, and 4) University of Virginia and City joint <br />commi~ttee. <br /> <br /> Mrs. Mary Reese, Chairman of the Social Development Commission, <br />stated that th.e Commission's'high. est priorities included the race <br />relations study and the Mediation Center. Mrs. Reese added that <br />the Social Development Commission was interested in helping carry <br />out'the Comprehensive Plan. <br /> <br /> Mr. Lloyd Snook, a member of the Planning Commission,~stated <br /> <br />that much debat~ had centered around the University of Virginia <br />expansion. <br /> <br /> Mr. Buck stated that efforts to improve coordination with <br /> <br />the University were continuing and that relations were presently <br /> <br />good. <br /> <br /> Mr. Barnes requested information on the data base used by <br /> <br />the Social Development Commission which supported the preliminary <br />needs assessment for the Mediation Center. <br /> <br /> Mr. Steve Campbell, a member of the Social Development Commission, <br />stated that he would provide the information, requested. Mr. Campbell <br />added that he was not optimistic about Albemarle County participating <br />in a Mediation Center. Mr.-'Campbell Stated that a start-up grant <br />may be possible for the Center with long-term funding' coming from <br />fees charged users of the regular court system and business support. <br /> <br /> Mr. Buck stated that it should be recognized that while all the <br /> goals in the Comprehensive Plan are laudible, they must be balanced <br /> against available resources and that the City, by approving the Plan, <br /> would not become obligated to fund all of them. <br /> <br /> Mr. Huja stated that a prologue will be included reflecting <br /> <br /> Mr. Buck's comments. <br /> <br /> Mr. Buck questioned the recommendation that revenue sharing <br /> <br /> funds be put into capital improvements as that was a goal to work <br /> towards, but should not be restricted to capital improvements at <br /> this time~ <br /> <br /> Mrs. Carter stated that the Planning Commission had felt <br /> <br /> that the~issue of divestment of funds from firms who conduct <br /> business in South Africa should be a part of the City's policy, <br /> not the .Comprehensive Plan. <br /> <br /> Mr. Hendrix stressed that the non-physical goals of the <br /> Comprehensive Plan should be goals ihat the City should strive <br /> towards, but not be obligated to accomplish. <br /> <br /> Dr. Gunt.er stated that she felt the Plan was well thought <br /> <br /> out and should be used as a guide for action. Dr. Gunter added <br /> that the City should be held accountable for working towards the <br /> goals and if those goals are unrealistic, they should not be included. <br /> <br /> <br />
