444 <br /> <br />MINUTES <br /> <br />PUBLIC <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BB HELD ON Wednesday, <br /> November 14~ 1984 AT 12:00 noon IN THE Basement Conference <br /> Room. <br /> <br /> THE ?ROPOSED AGENDA .IS AS FOLLOWS: <br /> <br /> L'uncheon meeting with the Schoot Board <br /> <br /> BY ORDER OF THE MAYOR BY Jeanne Cox [signed) <br /> <br /> BASEMENT CONFERENCE ROOM November 14, 1984 <br /> <br /> Council met for a luncheon meeting with the SchOol Board <br /> with the following members'present: Mr. Barnes, Mr, Buck, <br /> Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> Dr. Vincent Cibbarell{, Superintendent of City Schools, <br /> stated that the School Board was in the process, of prioritizing <br /> the budget and that a top priority would be to increase teacher <br /> salaries by 10% which would require an additional $1 million. <br /> <br /> Dr. Cibbarelli listed the following as major goals or issues <br />of the schools: 1) increase student academic success, 2) investi- <br />gate effective use of 'time especially on the elementary level, <br />3) expand and improve programs such as language arts, foreign <br />languages and written languages, 4) update science curriculum <br />from kindergarten through. 12th grade, S) develop the position <br />of coordinator for community relations and volunteers, and 6) <br />modernize educational facilities to meet educational needs. <br /> <br /> Mrs. Alicia. Lugo, Chairman of the School Board, stated that <br />a.multi-faceted plan was being developed-in order to balance the <br />teacher salary increases with an effective evaluation system. <br /> <br /> Mr. Buck stated that he felt it was important to provide <br />true accountability 'to the community in order to maintain support <br />for salary increases. Mr Buck added that he felt teachers should <br />be given the opportunity to improve and if that is not possible, <br />then alternatives should be given. <br /> <br /> Dr. Cibbarelli stated that the School Board was in agreement <br />with Mr. Buck's comments. <br /> <br />Dr. Joseph Mooney, School Board member, complimented the <br />landscaping done between Jackson~Via School and the new shopping <br /> <br /> ng was adjourned. <br /> <br />November 19, 1984 <br /> <br /> COUNCIL CHAMBER <br /> <br /> Council met in regular session on this date with the following <br />members present: Mr. Barnes, Mr.. Buck, Mrs. Gleason, .Dr. Gunter, <br />Dr. Hall. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the minutes <br /> <br />of November S were unanimously approved as presented. <br /> <br /> Mr. Darden Towe of Davis Avenue requested that Council reconsider <br />their decision to no longer allow the Jaycee's.nativity scene to be <br />displayed in Lee Park and give the public an opportunity to voice their <br />views. <br /> <br /> <br />
