STAFF REPORT: <br />HISTORIC .... <br />PRESERVATION <br /> <br />APPROPRIATION: <br />$1,200 <br />DONATION TO <br />GIRLS' ATTENTION <br />HOME <br /> <br />RESOLUTION: <br />AUTHORIZING <br />RETENTION OF <br />$11,306.09 BY <br />CHARLOTTESVILLE <br />HOUSING IMPROVE- <br />MENT PROGRAM <br /> <br />RESOLUTION: <br />AUTHORIZING MAYOR <br />TO SIGN RELEASE <br />FOR AN-OPTION ON <br />PROPERTY WHICH <br />WAS NOT <br />PURCHASED BY <br />CITY <br /> <br />occupied by handicapped <br /> <br /> Mr. Barry Kastner, <br />amend CHIP's administrat <br />people they serve with ti <br />well as safe and decent. <br /> <br /> . Mr.. Buck stated that the Jaycees had.been notified on October 2 <br /> <br /> of the decision and that it was Council's desire to-haVe the scane <br /> placed on:private property and that it be preserved as a religious <br /> symbol, not. a cultural symbol as the Supreme Court had referred to it. <br /> <br /> Mr. Barnes stated.that he was not on Council when. the decision was <br /> made and while he respected and understood the decision, he did not <br /> .agree with it. <br /> <br /> Mrs. Gleason stated that she was opposed, for relligious reasons for <br /> making a secular ~.ymhol of. the nati¥ity~scene and opposed.to placing <br /> it on City property for reasons of separation of church and state. Mrs. <br /> <br /> Gleason added.that she hoped another location downtown would be found. <br /> Dr. Hall.stated his agreement with Mrs. G!eason!s. comments. <br /> <br /> Dr. Gunter_stated that the scene is in disrepair and she hoped it. <br />.would be improved. <br /> <br /> Mr.-Hendrix stated that a new program was being considered which <br /> would ~llow cities to nominate historic properties directly to the <br /> National Register and that comments were being solicited from localities <br /> at this point. -Mr. Hendrix stated that one possible requirement might <br /> be the consolidation of the Board of Architectural Review, the Downtown <br /> Board of Architectural Review, and the Historic Landmarks Commission into <br /> one board~ <br /> <br /> Mrs. Gleason stated thai she felt having three seoarate boards was <br /> important. <br /> <br /> Mr. Buck requested staff investigate whether it was preferable to <br /> work with the existing structure or whether a different system would be <br /> advantageous. <br /> <br /> Mr. Hendrix stated that a local citizen had donated $1,200 to be <br /> used for landscaping and Christmas gifts at the Girls' Attention Home <br /> and the money needed to be appropriated to be used. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the $1,200 <br /> appropriation was offered and carried over to the next meeting for' <br /> consideration. <br /> <br /> Mr. Hendrix stated that an excess of $11,306.09 in City funds from <br /> 1983-84 w~s found by the auditors and that CHIP.was requesting that they <br /> be allowed to retain the funds to remove barrierslwhich exist in homes <br /> <br /> ~ersons. <br /> <br /> lirector .of CHIP, added that. they would like to <br /> .ye prQcedures in order to expand the scope of <br /> ~e goal being to make homes free of barriers as <br /> <br /> Mrs. Gleason moved ~he resolution authorizing the use of the $11 $06 09 <br />to be used to remove barriers in.homes occupiedby handicapped persons. <br /> <br />The resolution authorizing the Mayor to sign a release for an option <br /> <br />on property which wasnoI purchased by the. . City was moved by Dr. Gunter, <br />seconded by Dr. Hall, an unanimously approved bM Council. <br /> <br /> BE IT RESOLVED by thee Council of the City of Charlottesville, that <br />the Mayor is hereby authorized to execute on behalf of the City the <br />following document, in form approved by the City Attorney: <br /> <br />Quitcalim deed releasing to current property owners <br />any right, title, 'or interest which the City may <br />have mn real p~operty located in Franklin Subdivision <br />in Albemarle ~Ounty. <br /> <br /> <br />
