ORDINANCE: LOCATION OF CITY UTILITY LINES (2nd reading) ORDINANCE: RBZONING PROPERTY BBTWBBN LANKFORD AND CHERRY AVENUE (BURNET NURSERY PROPERTY) FROM R-3 TO B-2 (2nd reading) ORDINANCE: CLOSING A PORTION OF PARK PLACE (2nd reading) ORDINANCE: CLOSING AN ALLEY CONNECTING FORRBST STREET AND ALBBMARLE STREET ORDINANCE: AMENDING MOTOR VEHICLE DECAL PAYMENT DATE A copy Of such document Shall be kept on file with the minutes of the Council meeting at which this resolution was adopted.. The ordinance entitled "AN ORDINANCE. TO AMEND AND REORDAIN SECTION 28-~. OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO LOCATION OF CITY UTIDITY LINES," which was offered at the meeting of November St~,was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter,~ Dr. Hall. Noes: None. After a discussion of the width of the strip.of land to be subject to a restrictive covenant, Dr. Gunter made a motion that the strip of landscaped land be no less than an average of 2S fee% in width, With no portion less than 20 feet and running the entire length of the property. Mrs. Gleason seconded the motion and it was unanimously approved by Council. ~The ordinance entitled "AN ORDINANCE AMENDING AND. REENACTING THE DISTRICT.MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING OF PROPERTY LOCATED BETWEEN LANKFORD AVENUE AND CHERRY AVENUE.(BURNET NURSERY PROPERTY)," which was offered at the meeting of November Sth and which property is subject to the restrictive covenant described above, was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF PARK PLACE" 'which was offered at the meeting of November Sth was approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: NOne. Mr. Hendrix stated that viewers had been appointed and reported no objections to ~he alley closing and tKat staff had no objections. Ms. Carol Hurt, representing the petitioners, stated that the alley existed on paper only. The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING AN ALLEY CONNECTING FORREST STREET AND ALBEMARLE STREET" was moved by Mrs.. Gleason, seconded by Mr. Barnes, and carried over to the next meeting for consideration. Mr. Gary O'Connell, Assistant City Manager, stated this ordinance would change the automobile sticker payment date from April IS to January 31. Mr. O'Connell added that the recommendation resulted from a staff study which was investigating ways to simplify and computerize the system and which was also investigating twice a year collection of personal property taxes. The ordinance entitled "AN ORDINANCE TO J~END AND REORDAIN SECTIONS 10-S9 AND 10-S9.1, AS AMENDED, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO PAYMENT AND EXPIRATION DATES FOR CITY MOTOR VEHICLE LICENSES, AND TO PROVIDE FOR PRO-RATED FEES FOR SUCH LICENSES IN 198S" was moved by Mrs. Gleason, seconded by Mr. Barnes and carried over .t-o the next meeting for Consideration.
