<br />Council for inviting their participation in the process.

<br /> The appropriation for the Zoning Enforcement-Program which
<br />
<br />was offered at the meeting of December Srd, was approved by the
<br />folloWing-vote. Ayes: Mr. Barnes, Mr. BU'Ck, Mrs. Gleason,
<br />Dr. Gunter, Dr. Hall. Noes: None.

<br /> BE. IT RESOLVED'by the Council' of the City of Ch.arlotteSvil. le,
<br />Virginia, for purposes related to the transfer Of zoning enforce-
<br />ment~f~nctions tO the Department of COmmunity Development, that:

<br /> 1. The sum of $40,S6S is hereby appropri:ated from the un-
<br />appropriated balance of the General Fund to expenditure account
<br />01-1902.0; and
<br />
<br /> 2. The sum of $12,S18 is hereby transferred from .currently
<br />appropriated funds in exPen.diture account 01-23010 to expenditure
<br />account 01-19020.~

<br /> The appropriation for the Bicycle Safety Program which was
<br />offered at. the meeting Of December 3rd, was approved by the
<br />following vote. Ayes: Mr. Barnes, Mr~. Buck, Mrs..Gleason, Dr.
<br />Gunter, Dr. Hall. Noes: None~

<br /> BE IT RESOLVED by the Council of the City of charlottesville,
<br />Virginia, that the sum of $3,738.90, representing the unspent
<br />City contributions remaining in Bicycle Safety Grant account
<br />11-21070 ($1,894.67) and in Bicycle Hazard Removal Grant 11-21080
<br />($1,844.23) in the fiscal year ended June 30, 1984, is 'hereby
<br />transferred tO the General Fund and reappropriated tO expenditUre
<br />account 01-25030-S001 to be 'used for the Bicycle Safety Program.
<br />
<br /> Mr. Hendrix explained that money is received every year from
<br />
<br />the Virginia Division of Litter Control for the program operated
<br />
<br />by the Charlottesville:Albemarle Clean Community Commission.
<br />
<br /> 'The $,222 appropriation was moved by Mrs. Gleason, seconded
<br />
<br />by Dr. Gunter and carried over to the next meeting for consideration.
<br />
<br /> Mr. Hendrix stated this appropriation consisted of federal,
<br />
<br />grate and local funds., with local funds in-kind, to be used for
<br />a~ridership survey and to employ a consul'tant to study after-'hours-
<br />and weekend transportation alternatives for handicapped persons.
<br />
<br /> The $1S,000 appropriation was moved by Dr'. Hall, seconded by
<br />
<br />Mrs. Gleason, and carried over to the next meeting for consideration.
<br /> Mr. Hendrix explained that this appropriation, consisting of
<br />
<br />federaI,.state and local funds, with lOcal being ih-kind, would be
<br />used to handle reports and studies done by the Community Development
<br />and Public Works Departments, including studies of Route 29, Eastern
<br />Bypass and intersection improvements.

<br /> The $.17,314 appropriation was moedby'Dr. Gunter, seconded
<br />
<br />by Mrs. Gleason and carried~over to the next meeting for consideration.
<br />
<br /> Mr. Buck stated that the Alliance of Interfaith Ministries had
<br /> agreed~to act as the local contact for contributions for hunger
<br /> relief in Africa and the resolution would indicate Council's
<br /> enforsement of that effort.
<br />
<br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the resolution
<br /> proclaiming African Hunger Relief Weekend was unanimously approved
<br /> by Council.
<br />
<br /> WHEREAS, the nation'of Ethiopia, as w~ll as other African
<br /> countries, has experienced ten years of drought and civil war,
<br /> with more than 40% of the country's 42 million people malnourished;
<br /> and
