RESOLUTION: <br />GRANTING SPECIAL <br />PERMIT FOR <br />EXPANSION FOR <br />ALPHA PHI <br />SORORITY AT <br />602 CABELL <br />AVENUE <br /> <br /> WHEREAS, many countries in Africa have been laid waste by severe <br /> famine; and <br /> <br /> WHEREAS, starvation is a harsh reality in much of the African <br /> continent; and <br /> <br /> WHEREAS, the Alliance for Interfaith Ministries has agreed to <br /> serve as the channel for funds from our community to a relief <br /> agency. <br /> <br /> THEREFORE, BE IT RESOLVED, that the Council of the City of <br /> Charlottesville does hereby designate December 21 23, 1984 as <br /> AFRICAN HUNGER RELIEF WEEKEND in the City Of Charlottesville. <br /> <br /> Mr. Sa~tyendra Huja, Director of Community Development, stated Alpha <br />Phi Sorority had requested a special pdrmit for expansion of their <br />existing facility and the Planning Commission recommended approval for <br />the following .reasons: 1) It is in harmony with the Land Use Plan of <br />the Comprehensive Plan, 2) It will not have a significant adverse impact <br />-on the surrounding area, 3) The propo~sed setback modifica, tions are in <br />keeping with the purpose and intent of the Zoning Ordinance, as amended. <br />This.. approval shall be conditional upon the following: t) Administrative <br />approval of the site plan with the following additions: a) location of <br />all required sidewalks/curbs and City standard curb cuts along all street <br />frontages; b) location, size and type of any signs; 2) The parking lot <br />should be provided to prevent vehicles using parallel spaces from backing <br />into the street and from being struck by cars coming out of the 90 degree <br />spaces; b) additional parking spaces must .be added to corre~spond with the <br />bedroom floor area actually being proposed; 3) A grading and soil erosion/ <br />sediment control plan will have to b~e submitted to the Inspect~ions. <br />Division for review and approval, prior to final site plan approval. <br /> <br /> Mr. Wiley stated that there was a difference of opinion in the <br />interpretation of the ordinance with regard to required parking spaces, <br />wits staff and the Planning Commission requiring 2S spaces, and the <br />app icant interpreting the ordinance to read tha{ 19 spaces would be <br />required. Mr. Wiley added that the alternatives regarding the parking <br />for the applicants, should the special permit be granted, were 1) provide <br />off- ire parking, 2) reduce the size of the expansion, or 3) request a <br />wai¥~r from the Board of Zoning Appeals. <br /> <br /> Dr. Hall stated that he could not justify'granting the permit due <br /> <br />to t~e neighborhood concerns. <br /> <br /> Mr. Douglas Gilpin, architect for the project, stated that the house <br />is carrently unoccupied but previously housed eight persons. <br /> <br /> Mrs. Haden, representing Alpha Phi Sorority, stated that the sorority's <br />membership of approximately 80 85 is limited by the University of <br />Virginia. Mrs. Haden stated that the expanded ~house would have eating <br />faci ities for 40 50 persons. <br /> <br /> Mr. Buck, with the consensus of Council, opened the meeting for <br /> <br />public comment and requested that comments be directed to the effect of <br />having 40 SO persons eating meals a.t the house. <br /> <br /> Mr. Gilpin stated that the expansion was designed to maintain the <br />historic nature °f the h°use and~hi~t ~°nstructi°n c°uld begin in~ ~ <br />Janu~ry,.with completion in Augus f ~=8o <br /> ! <br /> Mr. Calvin Williams, President of the Vehable <br /> Neighborhood <br /> Association, <br />pres~nted Council with a-list of p~rsons who opposed theproject and urged <br /> <br />Coun~il to deny the special permit due to the number of variances requested. <br /> <br /> <br />
