<br /> WHEREAS, this Council has received a petition requesting
<br />vacation of an alley, ten feet wide, 211 feet northeast of St.
<br />Clair Avenue and north'of Hazel Street, beginning 200 feet north
<br />of Hazel Street; and
<br />
<br /> WHEREAS, it appears to Council that the notice required by
<br />Section 15.1~.364 of the Code of Virginia (~1950), as amended, has
<br />been duly.advertised; now, therefore
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville
<br />that Ms. Mary Jane Haynes, Messrs. W, J. Copeland and H. P- Winn,
<br />Jr. report in writing to Council what inconvenience, if any, would
<br />result from such vacation.
<br />
<br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN
<br />
<br />SECTION 1S-112 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976,
<br />AS AMENDED, IN ORDER TO REDUCE THE RATE ~ TAXATION ON CERTAIN
<br />LICENSES," which was offered at the December 17th meeting was
<br />approved by the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs.
<br />Gleason, Dr. Gunter, Dr. Hall. Noes: None.
<br />
<br /> Mr. Hendrix stated that this ordiance would conform the City
<br />
<br /> Code with the State law by making the third Monday in January Lee-
<br /> Jackson-King Day.
<br />
<br /> Mr. Wiley requested that Council waive the second ~eading of
<br />
<br /> the ordinance as the holiday would occur before the next meeting.
<br />
<br /> On motion by Dr. Hall, seconded by Dr. Gunter, the waiving
<br />
<br /> of the second reading of the ordinance was approved.
<br />
<br /> On motion by Dr. Hall,-seconded by Mrs. Gleason, the ordinance
<br /> entitled "AN ORDINANCE TO )&lEND AND REORDAIN SECTION 2-1 OF THE CODE
<br /> OF THE CITY OF CHARLOTTESVILLE (1976), AS AMENDED, RELATING TO LEGAL
<br /> HOLIDAYS OBSERVED BY THE CITY OF CHARLOTTESVILLE" was approved by
<br /> the following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr.
<br /> Gunter, Dr. Hall. Noes: None.

<br /> Mr. Wiley explained that when R-3 zoning regulations had been
<br /> amended several months ago to make certain group uses allowable only
<br /> by special permit, the final version incorrectly omitted the correspond-
<br /> ing change to make those uses allowable by right in the B-1 district.
<br />
<br /> On motion by Dr. Hall, seconded by Dr. Gunter, the ordinance
<br /> entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 31-78, AS AMENDED,
<br /> O'F THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO PERMITTED
<br /> USES IN B-1 DISTRICTS" was offered and carried over to the next meeting
<br /> for consideration.
<br />
<br /> Mr. Wiley explained that the ordinance included procedural changes
<br /> which would make it easier for newer organizations to qualify for bingo
<br /> and raffle permits, would clarify the reporting procedure, and would
<br /> limit the frequency games could .be conducted. Mr. Wiley added that
<br /> this would bring the City Code in line with the State Code.

<br /> On motion by Mrs. Gleason, seconded by Mr. Barnes, the ordinance
<br /> entitled "AN ORDINANCE TO AMEND AND REORDAIN-SECTIONS 17-19.1, 17-19.4,
<br /> 17-19.7, 17-19.9 AND 17-19.11 OF THE CODE OF THE CITY OF CHARLOTTESVILLE
<br /> (1976), AS AMENDED, AND TO ADD A NEW SECTION, NUMBERED 17-19.13, THE
<br /> AMENDED SECTIONS AND NEW SECTION RELATING TO LOCAL REGULATION OF BINGO
<br /> GAMES AND RAFFLES" was offered and carried over to the next meeting for
<br />
<br />consideration.
