468 <br /> <br />PRESENTATI'ON: <br />RAPE PREVENTION <br />TASK FORCE <br /> <br />PRESENTATION: <br />CHILD VICTI'MI- <br />ZATION TASK <br />FORCE <br /> <br />APPROPRIATION: <br /> <br />$30,000 <br />FOSTER CARE. <br />PREVENTION <br />GRANT <br />(2nd reading) <br /> <br /> Mrs. Gleason stated that meetings are seldom long enough to <br /> <br />warrant the use of a consent agenda and that use of one might give <br /> <br />the impression that certain items are unimportant. <br /> <br /> Ms. Theresa Lockhard, an intern in the City Manager's office <br /> <br />who had prepared the report, stated that any item could he removed <br /> <br />from the consent agenda if requested by a Council member. <br /> <br /> The adoption of a consent agenda was dropped by a consensus of <br />Council. <br /> <br /> Mr. Lane Kneedler, Co-chairman of the Rape Prevention Task Force, <br />gave an interim report to Council on the Task Force's progress.. Mr. <br />Kneedler requested an appropriation of $1300 from Council to conduct <br />a community attitude survey and added that the University of Virginia <br />had donated $1300 in computer services 'and Albemarle County would be <br />approached for an additional $1300. <br /> <br /> Dr. Hall congratulated the Task Force on their work and stated <br /> <br /> that he felt the requested appropriation was within reason. <br /> <br /> Dr..Gunter, who also serves as Co-chairman of the Task Force, <br /> <br /> stated that she felt the survey was important. <br /> <br /> Mr. BarneS, who serves on the Judicial Committee of the Task Force, <br /> stated that the committee'~s work was progressing but needed additional <br /> time as the local state representatives who serve 'as valuable resources <br /> for the committee, are unavailable at the present time. <br /> <br /> Mrs. Gleason moved the $1300 appropriation for the Rape Prevention <br /> Task Force, contingent upon receiving a like amount from Albemarle County. <br /> Dr. Gunter seconded the motion and the appropriation was carried over <br /> to the next meeting for consideration. <br /> <br /> Dr. Carolyn Williams, Coordinator of Childrens' Services for <br /> <br /> Region 10, presented a report on the Child Victimization Task Force, a <br /> group composed of professionals and concerned citizens. Dr. Williams <br /> listed the following main objectives of the group: 1) improve the way <br /> child sexual abuse cases are reported, 2) review the. way child victimi- <br /> zation cases pass through the legal system, and 3) encourage and coordi- <br /> nate. treatment and support services to victims and their families. <br /> <br /> Ms. Pat Groot, a member of the Task Force, stated that coordination <br /> efforts had been made with the Rape Prevention Task Froce. Ms. Groot <br /> stated that a legislative package consisting of the following is <br /> supported by the Task Force: 1) allow video-taped testimony, 2) allow <br /> third party testimony~ and 3) require all child care center personnel <br /> to-be checked for prior sexual assault convictions. <br /> <br /> The $30,000 appropriation for the Foster Care Prevention Grant <br /> which was offered at the meeting of January 7th was approved by the <br /> following vote. Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, <br /> Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia that the sum of $30,000, representing excess funds appro- <br /> priated in FY 1984-85 to Social Services Fund account 18-31010 for <br /> foster care and day care services, is hereby transferred and reappro- <br /> priated to the Foster Care Prevention account 11-42040 in the Grants <br /> Fund. Such funds will be used to provide counseling services through <br /> <br /> <br />
