47.3 <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the supplemental <br />appropriations were offered and carried over to the next meeting for <br />consideration. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Barnes, the Year-End Adjustment <br />Appropriations were offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: <br /> <br />APPOINTING <br />VIEWERS TO <br />CONSIDER <br />CLOSING A <br />PORTION OF <br />SADLER STREET <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the resolution appointing <br />viewers to consider closing a portion of Sadler Street was unanimously <br />approved by Council. <br /> <br /> WHEREAS, this Council has received a petition requesting vacation of <br />a portion of Sadle~ Street, approximately 243 feet and located east of <br />14th Street, N.W~; and <br /> <br /> WHEREAS, it appears to Council that the notice required by Section <br />15.1-364 of the Code of Virginia (1950), as amended, has been duly <br />advertised; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that Ms. <br />Mary Jane Haynes, Messrs. W'. J. Copeland and H. P. Winn, Jr. report in <br />writing to Council what inconvenience, if any, would result from such <br />vacation. <br /> <br />RESOLUTION: On motion by Mrs. Gleason, seconded by Mr. Barnes the resolution <br />AUTHORIZING MAYOR ' <br />TO SIGN EASEMENT authorizing the Mayor to sign an easement for the Red Cross over City <br />OVER CITY <br />PROPERTY property was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, that <br />the Mayor is hereby authorized to execute on behalf of the City the <br />following document, in form~approved by the City Attorney: <br /> <br />Easement deed for ll0S Rose-'Hill Drive allowing American Red Cross <br />to establish a loading and receiving area on parcel adjacent to <br />Red Cross building. <br /> <br />ORDINANCE: <br />RELATING TO <br />EMPLOYEE HEALTH <br />BENEFITS <br />(2nd reading) <br /> <br />ORDINANCE: <br />AMENDING <br />ORDINANCE <br />RELATING TO <br />ZONING <br />ADMINISTRATION <br />(2nd reading) <br /> <br />ORDINANCE: <br />REGARDING <br />SPEED OF <br />TRAINS <br /> <br /> A copy of such document shall be kept on file with the minutes of <br /> the Council meeting at which this resolution was adopted. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN CHAPTER 20 <br /> <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE (1976), AS AMENDED, TO ADD A NEW <br />ARTICLE, NUMBERED IV, RELATING TO EMPLOYEE HEALTH CARE BENEFITS," whiCh was <br />offered at the meeting of January 22nd, was approved by the following vote. <br />Ayes: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Hall. Noes: None. Absent: <br />Dr. Gunter. <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS <br /> <br />31-3 AND 31-243 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />TO ALLOW TRANSFER OF THE ZONING ADMINISTRATOR AND ENFORCEMENT FUNCTIONS TO <br />THE DEPARTMENT OF COMMUNITY DEVELOPMENT" which was offered at the meeting of <br />January 22nd, was approved by the following vote. Ayes: Mr. Barnes, Mr. <br />Buck, Mrs. Gleason, Dr. Hall. Noes: None. Absent: Dr. Gunter. <br /> <br /> Ms. Sheila Haughey, Assistant City Attorney, explained that the ordinance <br />would repeal the City's restriction on-train speed because a federal judge had <br />ruled that a similar'ordinance was constitutionally flawed and because <br />enforcement of the speed limit was impossible. Ms. Haughey added that the <br />railroads respOnsiblly regulate the speed of the trains and that the Police <br />Chief was not opposed to the ordinance. <br /> <br /> On motion by DIr. Hall, seconded by Mrs. Gleason, the ordinance entitled <br />"AN ORDINANCE TO AMEND AND REORDAIN-PORTIONS OF CHAPTER 22 OF THE CODE OF THE <br />CITY OF CHARLOTTESVIILLE, 1976, AS AMENDED, BY REPEALING SECTION 22-1, REGARDING <br />THE SPEED OF TRAINS, AND BY MAKING HOUSEKEEPING AMENDMENTS TO SECTIONS 22r7 <br />AND 22-8"' was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
