48'8 PUBLIC OTHER BUSINESS Mr, Huja summarized the consultant's study of the 9th and-10th Street realignment and gave the Planning CommissiOn's recommendation. On motion by Dr. Gunter, secOnded by Dr. Hall, the resolution was unanimously approved, as-amended to include the consultant's recommendation, WHEREAS, the Council has.determined that it is necessary and appropriate for the future transportation needs of the City to ~. initiate certain improvements to Ninth and Tenth Streets,~.W.'. , and WHEREAS,-the City has employed its own design consultants to recommend a conceptual design and alignment of thi.s street project, and the recommendations of that consultant have been reviewed, modified and approved by the'City Planning Commission; and WHEREAS, the Virginia Department of Highways and Transportation requires a formal request for each project-and cer-tain commitments on the part of City Council, before the Department can initiate work on such highway projects to be funded from the City's annual alloca- tions of urban highway improvement funds; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville: 1. That the Virginia Department of Highways and Transportation be and~hereby is re'quested to establi~sh a project within~the corporate limits of the City of Charlottesville for the reconstruction, realignment and improvement of Ninth and Tenth Streets, S.W. between West Main Street and Cherry Avenue. 2. That the Department proceed immediately with this project in order that its completion might coincide as nearly as practicable with the opening of the replacement University of Virginia Hospital and the co.nstru-tion of service roads to that facility. 3. That the design of this Project be in accord With the proposal (C2) of Pflum, Klausmeier and Wagner, Engineers, as recommended"by the City Planning Commission, a copy~of'which shall be furnished to the Department with this resolution. 4. That the City hereby agrees to pay its share of the cost of engineering, acquisition of right-of=way., and construction of such project under the cost formula of 9S% from the Department and S% from the City. S. The City further agrees that if such project is established as herein requested, and thereafter the City elects-not to continue with such project to completion, the City will repay the Department for 100% of the costs incurred by the Department up to the time of such action by the City terminating such~project. There were no matters by the public. Mr. O'Connell presented a resolution urging the U.S. 'Congress to maintain general revenue sharing. At the request of Mr. Barnes, action on the resolution was deferred until the next meeting. meeting was adjourned.
