APPROPRIATION: <br /> <br />$7,00.0 - <br />RADAR UNITS <br /> <br />APPROPRIATION: <br /> <br />APPROPRIATION: <br /> <br />$15,000 - <br />DUI <br />ENFORCEMENT <br /> <br />APPROPRIATION <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the $7,000 <br />appropriation for Radar Units was offered and carried over to the <br />next meeting for consideration. <br /> <br /> Mr. O'Connell explained that this grant from the State Division <br />of Motor Vehicles would pay for overtime for occasional roadblocks <br />and a roving patrol car. <br /> <br /> On motion by Dr. Gunter, seconded by Mr. Barnes, the $15,000 <br />appropriation for DUI Enforcement was offered and carried over to <br />the next meeting for consideration. <br /> <br /> Mr. O'Connell explained that this appropriation would cover <br /> <br />the City's share of a logger recorder for the Joint Dispatch Center <br />and that its purchase had been reviewed and agreed upon by the <br />Joint Dispatch Management Board. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the $22,737 <br />appropriation for a logger recorder was offered and carried over <br />to the next meeting for consideration. <br /> <br /> Mr. O'Connell stated that the City is under contract to <br />maintain the Armory and the State National Guard had agreed to <br />share the cost of roof repairs. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the $20,000 <br /> appropriation for Armory Roof Repairs was offered and carried over <br /> to the next meeting for consideration. <br /> <br /> Mr. O'Connell stated that this resolution would become part <br /> <br /> of the City's overall purchasing policy by encouraging purchases from <br /> minority businesses. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the resolution <br /> adopting the Disadvantaged Business Enterprise Program was unanimously <br /> approved by Council. <br /> <br /> WHEREAS, Virginia Code Section 11-48 now requires localities <br /> to establish programs to facilitate the participation in procurement <br /> transactions of small businesses and businesses owned by women and <br /> minorities ; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the City of Charlottesville hereby adopts a Disadvan- <br /> taged Business Enterprise Program, a statement of which is attached, <br /> and directs all department sto cooperate fully with the Office of the <br /> Purchasing Agent in implementing and evaluating the program. <br /> <br /> Mr. O'Connell explained that this resolution would request the <br /> State Highway Department to incllude Free Bridge on their list of <br /> pending priorities. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the resolution <br /> requesting the Highway Department to initiate a study of Free Bridge <br /> was unanimously approved by Council. <br /> <br /> WHEREAS, the bridge carrying U. S. Route 250 East across the <br /> Rivanna River (locally known as "Free" Bridge) is in deteriorating <br /> condition, is inadequate for current traffic loads., and should be <br /> replaced as soon as possible; and <br /> <br /> WHEREAS, approximately half of this bridge is inside the <br /> corporate limits of the City and the other half is in Albemarle <br /> County; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of CharlotteSville, Virginia <br /> that: <br /> <br /> 1. The Council hereby requests the Virginia Department of <br /> Highways and Transportation (VDH&T) to establish the replacement <br /> <br /> <br />
