496 <br /> <br /> Ms. Amy Melville, Directot of the Youth Service Center, and <br />Mr. Tom DeMaio, Chairman of the Youth Commission, stated that <br />half of the Center's resources are used for direct services such <br />as Project Soar and half for coordination such as a study on summer <br />needs. Ms. Melville added that the only change included a study of <br /> <br />the drop-out rate. <br /> Mrs. Ruth Wadlington, President of the Outreach CoUnseling <br />Board, and Mr. Alan Segar, Director of Outreach Counseling Services, <br />summarized the programs offered by Outreach: individual, family and <br />peer group counseling as well as coordination with agencies that refer <br /> <br />youths. <br /> Mr. Jim Peterson, Director of Region 10 Community Services, Mr. <br />Tom Bennett, a member of the Region 10 Board, .and Mr. Michael Costanza, <br />Director of Charter House, addressed Council concerning Charter House <br />and the Region 10 Community Services Board. <br /> Mr. Buck asked if studies had been done to find where Charter~ <br /> House clients previously resided. <br /> Mr. Peterson responded that 98% of the clients claim Charlottes- <br /> <br />ville as their residence. <br /> Mr. Barnes asked if private contributions continued to be sought. <br /> Mr. Costanza replied that-some minor efforts were taking place, <br />but were not extremely successful. <br /> Mr. Peterson stated that there was no <br /> <br />time for staff to solicit <br /> <br />contributions. <br />Mr. Peterson, discussing the Region 10 budget, stated that state <br />funding had increased 7%, federal funding was down somewhat, and grant <br /> <br />sources were diminishing. <br /> Mr. Buck stated that he would consider, increasing the city's <br />share to Region I0 if the County increased their share accordingly. <br /> Council discussed the various agencies and there was a consensus <br />to increase the funding for United Way Child Care by $.7,900 plus 10%. <br /> On motion by Dr. Gunter, seconded by Dr. Hall, Council unanimously <br /> voted to meet in executive session to discuss disposition of property <br /> as e~empted by Section 2.1-344(a)(2) of the Virginia Freedom of <br /> Inf~ion Act. <br /> <br /> President ~ E e~k ~ <br /> <br /> NOTICE OF SPECIAL MEETING <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, March 27, <br />198S AT ?:30 p.m. IN THE Basement Conference Room. <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br />Budget Work Session: Agency Hearings <br /> BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - March 27, 1985 <br /> Council met in special session on this date with the following. <br />members present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter <br /> <br />(arrived late), Dr. Hall. <br /> <br /> <br />
