RESOLUTION: <br /> <br />CENTRAL CITY <br />REHAB I L I TAT I ON <br />DISTRICT <br /> <br />WORK SESSION: <br />~UDGET - <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, March'26, 1985 <br /> AT 7:30 p.m. IN THE Basement Conference Room.. <br /> <br /> THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Budget Work Session:- Agency Hearings <br /> <br /> Executive session to discuss personnel and legal matters as exempted by <br /> Section 2.1-344(a)(1) and [6) of the Virginia Freedom'of Information Act. <br /> <br /> BY ORDER OF THE MAYOR BY Jeanne Cox .(signed) <br /> <br /> BASEMENT CONFERENCE· ROOM - March 2'6, 1985 <br /> Council met in special 'session on this.date with the following members <br />present: Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the resolution approving <br />the establishment of the Central City Rehabilita.tipn District was unanimously <br />approved by Council. <br /> <br />49.5 <br /> <br /> Ms. Mary Reese, Chairman of the Social Development Commission, stated <br /> that the main objective of the Social Development Commission regarding the <br /> budget was to protect the interest of the City by evaluating the social <br /> programs .using a well defined process. Ms. Reese stated that the process <br /> had. been very smqoth this year because the Commission was more experienced, <br /> the agencies were better known, and the working relationship with staff was <br /> improved. Ms. Reese listed changes made in the process: 1) the form had <br /> been simplified, 2) all agencies were not'interviewed, 3) coordination of <br /> funding was considered to avoid duplication, and 4) the review orocess was <br /> related-to the Race Relations Study. <br /> <br /> Council requested a report on the results of the discussion between <br /> <br /> the Social Development Commission and the Health Department §ince problems <br /> had been reported during the budget process. <br /> <br /> Council requested that staff prepare a report on the funding sources <br /> <br /> for the various social service agencies to: 1) assess what may happen with <br /> regard to federal budget cuts and 2) assess what steps may need to be taken <br /> mid-year to keep the agencies operating 'should cuts occur. <br /> <br /> Ms. Carol Lanning, Director of Central Virginia Child Development <br /> Association (CVCDA), now known as the Office for Children and Youth, reviewed <br /> present programs, including the Information and Directory Program. Ms. Lanning <br /> stated that future plans for the Office of Children and Youth included <br /> developing long-term plans for child care, serving the general population <br /> instead of only low-income, and the.possibility of licensing day care homes <br /> or working to change the legislation to fit the needs of the community. Ms. <br /> Lanning stated that a full-time assistant would have been hired to help parents <br /> with the Directory had CVCDA been fully funded. <br /> <br /> United Way Child Care was represented by Mr. Lane Kneedler of the Child <br /> Care Scholarship Committee, Ms. Joy Matthews, Vice-Chair of the Child Care <br /> Scholarship Committeej and Mr. Charles McAllen, Director of United Way. <br /> <br /> Mr. Kneedler stated the major goals of the United Way Child Care were: <br />1) provide quality child care for working parents who are just above the <br />poverty level and 2) keep working parents working. Mr. Kneedler requested <br />an additional $8,000 to aid in administering.the Child Care Scholarships, <br />either through United Way or partly through CVCDA. <br /> <br /> <br />
