Mr. Joe Jenkins of Piedmont Virginia Community College, stated that he <br /> will retire on May 1st and wanted to express his personal appreciation to <br /> the City Manager and Council for the courtesy and support shown to him and <br /> PVCC. <br /> <br /> Mr. Tom Co'leman, Mr. J. W. Gibson, and Ms. Brenda Barbour represented <br /> the Thomas Jefferson Emergency Medical Services Council and stated that the <br /> EMS Council's responsibility included training and coordination with the <br /> rescue squad, fire department and schools, and that additional funds were <br /> necessary for operational costs .... <br /> <br /> Ms. Barbour stated that she would prefer that the EMS Council be funded <br /> out of the General Fund rather than the One for Life Funds. <br /> <br /> Ms. Linde Wilson of Jefferson United Transportation BOard (JAUNT), <br /> addressed Council in order to make them a~ar'e of possibte federal cuts to <br /> JAUNT. Mr. Wilson stated that JAUNT's ridership has increased 61% in the <br /> City and that almost 60 agencies are currently being served. Ms. Wilson <br /> stated that federal funding for the next year will probably be frozen at the <br /> current level even if no cuts are made. <br /> <br /> Mr. Ray Mischler of the Red Cross, stated that a consolidating of home <br /> care efforts has been taking place and that Red Cross has been contracting <br /> <br /> with the Social Services Department to use Title XX funds. Mr. Mischler <br />-added that S0 City clients are presently being served. <br /> <br /> Ms. Jane Parker, Executive Director of Madison. House, thanked Council <br /> <br /> and the Social Development Commission for their funding recommendation. <br /> <br /> Ms. Linde Peacock, City Budget Analyst, summarized the impact of <br /> possible federal cutbacks on local social service agencies. <br /> <br /> Mr. Gordon Walker, Director of Jefferson Area Board for.Aging, stated <br /> that JABA operates the Meals on Wheels program which serves 83 ~ersons five <br /> meals a week, and the Home SFfety Program. Mr. Walker.stated that the Meals <br /> on Wheels program was ]ubj, ec~L to federal cutbacks. Mr. Walker stated that <br /> the Retired Senior Volunteer Program (RSVP) is now housed within JABA. <br /> <br /> Following the agency hearings, it was the consensus of Council to fund <br /> <br /> an additional $6,900 for JABA's Meals on Wheels program. <br /> <br /> Mr. Robert Sheets, Director of Finance, summarized the com~reh'ensive <br />financial management system and requested Council's authorization to exp~nd <br />the $381,000 necessary for the System. Mr. Sheets outlined the benefits <br />of the system: 1) it would be the first major overhaul in ten years, 2) it <br />would give users of the system access to more financial information, 3) it <br />would provide program evaluation, 4) it would provide for payroll and <br />personnel improvements, $) it would give additional leave information, and <br />6) it would provide-accountability. <br /> <br />Mr. Bruce Keith,. Director of Personnel, and Mr. L. G. Harding, City <br />Treasurer, recommended the new system and sited benefits in their departments. <br /> <br /> There was a discussion of concerns Mr. Barnes raised concerning the <br />budget including the new Assistant City Attorney position, the 5% pay increase <br />for City employees, and the new gardener position for the school grounds. <br /> <br /> It was recommended.that the cost effectiveness of the Chief Engineer <br /> <br />in Public Works be studied in the near future. <br /> <br /> The 'addition of an Assistant'City Manager'was discussed. Responsibilities <br />of the proposed position included housing, human service coordination, and <br /> <br /> <br />
