Ayes: Mr. Albro, Mr. Brunton, Mr. Buck and Mr. <br /> Gatewood. Noes: Mrs. O'Brien. <br /> <br /> Mrs. Judith Bazin addressed the Council and presented a petition <br /> from a majority of the business owners and management from the Start <br /> Hill area requesting that the seven one hour parking meters located <br /> in the 300 block of Wear Main Street be removed and that they be replaced <br /> with two hour free parking zones. Mr. Albro asked about the meters <br /> on the remainder of West Main Street and the Mayor stated that he had <br /> contacted merchants in that area and would report at a later date. <br /> On motion by Mrs. O'Brien, seconded by Mr. Gatewood the staff was <br /> requested to remove the meters in the 300 block of West Main Street. <br /> <br /> The City Manager reported that the estimated cost of the sidewalk <br />between Howard Drive and Buckingham Road is $24,000 and from Buckingham <br />Road to Meadowbrook Shopping Center an additional $21,000, making the <br />total most of the project $45,000. He stated there is presently <br />$9,690 in the appropriation which could be used for this purpose and <br />if Council wishes to complete this project as proposed it would take <br />an additional $35,310. Mr. Buck stated that he noted from the memo <br />that if this project is funded now the work will not be done until the <br />spring of 1980 and asked if there was any logical reason to appropriate <br />the money for a project that fare in advance. The City Manager stated <br />that the neighborhood would feel better about the project knowing <br />that it was already funded. On motion by Mrs. O'Brien, seconded by <br />Mr. Atbro the following resolution was offered and carried over to the <br />next meeting for consideration. <br /> <br /> BE IT RESOLVED by the C~uncil of the City of Charlottesville, <br />that the sum of $35,310 is hereby appropriated from the unappropriated <br />balance of the Capital Pm.ojects Fund to expenditure account 05-00350 <br />for the extension of sidewalk and drainage improvements necessitated <br />thereby, on the south side of Barracks Road between Howard Drive and <br />the Meadowbrook Shopping Center; and <br /> BE IT FURTHER RESOLVED ~hat the sum of $9,690, representing <br />the unexpended balance of expenditure account 05-00390, originally <br />appropriated for improvements to the intersection of Preston Avenue, <br />Rugby Avenue, Rugby Road and Bar~acks Road, is hereby transferred <br />and reappropriated to expenditure account 05-00350 for such sidewalk <br />and related improvements. <br /> <br />Mr. Gatewood stated that in view of the other drainage problems in the <br />City he can not support the drainage portion of this project.
