8 <br /> <br />Staff Report: <br />Taxi Fare Increase <br /> <br />Appropriation re: <br />Downtown Mall Lighting <br />$37,500 <br /> <br />could be saved by either moving the location of the sidewalk or <br />constructing the sidewalk at less than the standard width. Mra. <br />O'Brien rem~nded the Council that the original proposal was a <br />sidewalk/bikeway and that the original proposal was~for a bikeway <br />and the sidewalk was added later and if it is going to be a sidewalk <br />at this point it should be funded from other sources rather than the <br />bikeway money. The City Manager stated that the sidewalk along <br />the east side of Rugby Road from Wayside Place to Grady Avenue <br />is estimated to cost $18,000 and that Mr. Albr0 had requested cost <br />estimates on other segments of the sidewalk and he reported as follows: <br />Preston Avenue to Winston Road, $39,000; Winston Road intersection, <br />$3,000; Winston Road to Rugby Place, $9,000; Rugby Place to Edgewood <br />Lane, $10,000 for a total of $61,000. Mr. Albro stated that he and <br />Mrs. O'Brien had~questions~i~ahout.~building a sidewalk from Preston <br />Avenue around the bend to the Smallwood Property and in his judgement <br />is not needed to Winston Road since there is a grassy walkway along <br />that portion. The City Manager estimated that this part of the side- <br />walk wo~ld cost between ten and fifteen thousand dollars depending <br />upon the amount of right-of-way needed to be acquired. It was <br />suggested that the staff contact the property owners between Edgewood <br />Lane and Wayside Place to determine if it would be agreeable to <br />construct the sidewalk on their p~oper~y behind the trees in order <br />to save a larger number of trees. <br /> <br /> A staff report was presented stating that the two largest taxi <br /> companies have submitted request for increase in taxi fares. Mr. <br /> Bill Mitchell addressed the Council and presented the request. He <br /> stated that the vehiCle operating costs have increased 12% since the <br /> previous fare increase in Feb~.uary, 1977 and the city's two largest <br /> cab companies are operating unprofitable operations. He also stated <br /> that the current taxi fare in the city is below the current average <br /> rate in other comparable Virginia cities. He recommended that a <br /> public hearing be held on this request. A public hearing was set for <br /> April 2, 1979 on the request for taxi fare increase. <br /> <br /> Mr. John Flantz, Vice-President of DCI addressed the Council <br /> <br /> and stated that the merchants in the downtown ar~a had recently <br /> been polled concerning the lighting on the Mall. He stated that <br /> 88% of the merchants who responded to the survey feel that the <br /> present lighting is inadequate and many merchants who responded <br /> also feel that the side street_~lighting should be improved. He <br /> stated that the executive committee of Downtown Charlottesville, Inc. <br /> would like to make the following recommendations to City Council.:~ <br /> 1. that City Council move to upgmade the present lighting on the <br /> Mall and install the same increased level of lighting on the two <br /> block extension; 2. that side street lighting along the Mall be <br /> improved with priority given to those streets leading to public <br /> parking areas. On motion by Mr. Buck, seconded by Mr. Gatewood the <br /> following resolution was offered and carried over to the next meeting <br /> for consideration. <br /> <br /> BE IT RESOLVED by-the Council of the City of Charlottesville, <br /> <br /> <br />
