He <br /> stated he would explain that program further at another meeting. <br /> <br /> Mrs. O'Brien asked what the University's reaction to service <br /> charge and the City Manager~replied that they will go along with this <br /> there are no significant problems. <br /> <br /> Ail of the Council agreed with the City Manager's suggestion <br /> <br /> of a further tax cut. <br /> <br /> Mr. Gatewood proposed adjustment in four items: Planning <br /> District Commission reduced from $10,375 to $8,300 which would be <br /> <br /> 20¢ per capita; Library $251,197 reduced to $248,238 which would be a <br /> 7% increase; Madison House reduced from $4,500 to $3,00 and MACAA <br /> from $26,783 to $11,783 which would be removal of the Fuel Relief <br /> Program. <br /> <br /> Mrs. O'Brien stated she would like to see the Planning District <br /> Commission at 30¢ per capita because its worth the money. <br /> <br /> Mr. Albro, Mr. Brunton and Mr. Gatewood voted to set the per <br /> capita rate at 25¢ and Mr. Buck and Mrs. O'Brien at 30¢. <br /> <br /> Mrs. O'Brien stated she would like to increase the library <br /> budget by $3,400 to keep the Children's Room open at night. She <br /> stated it was a small expenditure and an improvement to the downtown <br /> area. <br /> <br /> Mr. Albro stated Council should not take rap for closing the <br /> Children's Room at night. <br /> <br /> It was finally agreed that the library budget would be accepted <br /> at $251,197. <br /> <br /> Mr. Albro stated he has difficulty appropriating tax money for <br />an agency with an endowment of $300,000, although he fully appreciates <br />the work of Madison House. <br /> <br />Mr. Buck, Mr. Brunton and Mrs. O'Brien agreed to a $500 cut for <br />Madison House. Mr. Albro and Mr. Gatewood still wanted a $1,500 cut. <br /> <br /> The City Manager suggested that if the Council agrees that there <br />should be a utility relief program then leave the money but with the <br />understanding that it would no~ be spent without authorization from <br />Council. <br /> <br /> Mrs. O'Brien stated abe believes there is a need for a program <br />and MACAA was the easiest and cheapest way to do it. <br /> <br /> Mr. Brunton stated he was in favor of leaving the funds in the <br />budget, but not to be spent without the authorization. <br /> <br /> Mr. Brunnon, Mr. Buck and Mrs. O'Brien voted to leave the funds <br />for the relief program in the budget. Mr. Gatewood and Mr. Albro <br />voted to delete it. <br /> <br /> Mr. Buck stated that the City should not pay for banquets for <br />the band, but agreed to appropriate money for the uniforms. <br /> <br /> Mrs. O'Brien stated she has no problem with the banquet and <br /> <br />also the uniforms. <br /> <br /> <br />
