A motion by Mr. Albro, seconded by Mrs. O'Brien to leave the <br />band banquet as is, was adopted by the following vote. Ayes: Mr. <br />Albro, Mr. Brunton and Mrs. O'Brien. Noes: Mr. Buck and Mr. Gatewood. <br /> Mr. Buck, Mr. Albro and Mr. Gatewood voted to cut $7,500 which <br />is included in the budget for an annual report. <br /> <br /> Mr. Buck questioned the $50,000 allocated for Economic Development <br />and the City Manager stated that the Economic Development Group is <br />a hard working group and the inclusion of this money is a show of <br />support from Council. He stated it might not be spent, could be <br />used in formation of local development corporation. <br /> <br /> Mrs..0'Brien stated that its not appropriate for the City to <br />be a member of the Chamber of Commerce. She stated that tax money <br />should not be used for a group that is in its own way a special <br />interest group. <br /> <br /> The Council agreed four to one to leave funds .for membership <br /> <br /> in the Chamber of Connnerce. <br /> <br /> Mr. Buck suggested that funds for the V~lunteer Fireman',s <br /> Banquet be deleted from the budget. The suggestion was defeated <br /> <br /> four to one. <br /> <br /> Mr. Albro suggested cutting the School budget by $40,608 which <br /> <br /> was included as a contingency fund for possible additional <br /> instructional personnel. He stated that a contingency fund should <br /> not be built within the school budget and if an emergency occurs <br /> the board can ~come back to Council for funds. Mr. Alb'ro, Mr. <br /> Brunton and Mr. Gatewood were in favor of this cut. Mr. Buck and <br /> Mrs O'Brien were opposed. <br /> <br /> Mr. Albro also suggested cutting $7,500 from the School <br /> <br /> Bo~ard~Is budget which is included for Community Education Program. <br /> <br /> Mr. Gatewood stated ~that he was opposed to the coordinator <br /> <br /> being paid by the School System, but was in favor of using the <br /> <br /> school buildings ~Coi~.the maximum. <br /> <br /> The Mayor deferred action on this matter until the next work <br /> <br /> ses sion. <br /> <br /> Mr. Albro stated he has read all the proposals for the <br /> therapeutic recration program and is inclined to support the progr, am. <br /> He stated he is in favor of CAARC.op~rating the program and the <br /> Council agreed to add funds for this pro.gram.~ <br /> <br /> Mrs. <br /> O'Brien <br /> stated <br /> she <br /> would <br /> like to see OAR fully funded <br /> <br /> which would mean an addition of $4,568 to the staff recommendation~ <br /> Mr. Buck agreed, after disCussion the Council agreed to add <br /> <br /> $2,000 to the staff recommendation. <br /> The work session was continued until April 9, 1979 at 8:15 p.m. <br /> <br /> <br />
