The Mayor stated that the School Board can work this problem <br />out and if not they are fmee to come back to the Council ~and Council <br /> <br />will certainly be glad to consider it. <br /> <br /> Mr. Albro also remarked that if sufficient funds are not <br />available for adequate personnel the School Board is free to come <br /> <br />back to Council. <br /> Dr. Jennings asked if the Council was saying it didnlt care <br />where the budget is cut or were they cutting this particular <br /> <br /> item. <br /> <br /> Dr. Jennings was reminded that Council can not direct~the <br /> <br /> School Board to not spend a portion of the instruction budget. <br /> <br /> A motion by Mr. Gatewood~ seconded by Mr. Albro that <br /> <br /> unanimous consent be given to the consideration of items which <br /> come before this meeting, waa adopted by the following recorded <br /> vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and <br /> Mrs. O'Brien. Noes: None. <br /> <br /> A motion by Mr. Albro, seconded by Mr. Gatewood that the School <br /> Budget in the amount of $7,609,323 be included as a line item in <br /> the total budget,~was adopted by the following recorded vote. Ayes: <br /> Mr. Albro, Mr. Brunton and Mr. Gatewood. Noes: Mr. Buck and Mrs. <br /> O' Brien. <br /> Mrs. O'Brien stated that the School Board came to Council with <br /> a budget within the guidelines promulgated by Council and planned <br /> to the best of their ability to meet the needs of the children <br /> in the City. She stated it is not fair to cut the School Budget <br /> when the public and the School Board does not have an opportunity <br /> to object and for that reason she would vote against the School <br /> Budget because the $40,000 item is not included. <br /> <br /> The Mayor stated that the Executive Board of the Municipal <br /> <br /> Band is satisfied with the amount recommended by staff for the <br /> operating budget and is willing to use $2,000 as a match for the <br /> donation of the Thomas Jefferson Foundation for uniforms. <br /> <br /> The Mayor wasuauthorized to notify the Thomas Jefferson <br /> <br /> Foundation that funds are provided in the budget to match their <br /> <br /> donation. <br /> <br /> The City Manager recommended that $11,700 be included in the <br /> <br /> budget for Ma~l maintenance. He stated that the Downtown <br /> Pedestrian Mall needs more maintenance than it has been getting <br /> and the way to do it, is add a working supervisor. He stated <br /> that the maintenance function will be transferred to Parks and <br /> Recreation Department. <br /> The City Manager stated that for sometime he has been concerned <br /> about housing in the Belmont area. He stated thi~s~ is a key <br /> section of town and they have not received as much attention as <br /> some other sections. He would like to set aside $100,000 to begin <br /> a housing program in that area. He stated this would be used to <br /> employ someone for one year to find out ~hat the people want in that <br /> area. He suggested that maybe hiring someone to start the program <br /> is what's needed to get something going in Belmont to turn back <br /> rentals by absentee landlords to home ownership. <br /> <br /> <br />
