Ordinance re: Relating to the Retirement Plan Terms~df Members Consideration re: Ordinance rezoning at 413 Avon Street -- Denied Consideration re: Ordinance: Amending Sections Establishing a Flood Plain District An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 20-12 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO~THE MEMBERSHIP OF THE RETIREMENT PLAN COMMISSION," which was offered at the meeting of the Council on May 7, ~ 79, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. A communication was presented from the Planming Commission recommending that the petition to rezone from R-2 to B-2 property located at 413 Avon Street be denied for the following reasons: 1. it is contrary to the 1990 Land Use Plan; 2. it will have~ an adverse Effect on the residential quality of tbm neighborhood to the south; and 3. potential traffic and parking problems will be aggravated by proposed and potential uses. On motion by Mrs. O'Brien, seconded by Mr. Buck the recommendation of the Planning Commission was unanimously adopted. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE XV OF ~HAP~ER 31 OF THE CODE OF THE CITY OF CHARLDTTESVILLE, 1976, AS AMENDED, CONTAINING SECTIONS 31-117 THROUGH 31-125.2, TO AMEND AND REORDAIN SECTIONS 31-230, 26-45 AND ~-47, 2HE AMENDED ARTICLE AND SECTIONS RELATING GENERALLY TO THE DESIGNATION OF AND EST~BLISI{MENTMENT OF, REGULATIONS FOR DEVELOPMENT IN THE iOQ YEAR FLOOD PLAIN OR FP DISTRICT," was offered by Mrs. O'Brien, seconded by Mr. Albro and carried over to the next meeting for c OhS ider a tion · Mr. Joe Johnson addressed the Council and requested that the City set up a ~task force to explore the possibility of a thirty minute headway on the bus system rather than the one hour headway at present. He also requested that the committee examine the possibility of starting service earlier in the morning and also operating later at night and also Sunday service. Mrs. O'Brien suggested a work session to discuss the transportation system including JAUNT services. ~The City Manager advised the Council that the staff is making a survey of JAUNT services for the Council. He also stated that the staff would like a work session on the transportation system, but would like some time '~o work up information and cost estimates on starting service earlier in the morning, later in the evening Resolution re: Authorizing the commitment of funds from the 1979-80 Budget and on Sundays. On motion by Mr. Buck, seconded by Mrs. O'Brien the following resolution was unanimously adopted. WHEREAS, the budge adopted for the Fiscal Year and the appropriations ordinance adopted concurrently therewith include funds for the installation of a computer assisted appr~isal system for the office of the City Assessor; and WHEREAS, it is necessary, if such computer assisted system is to be used in making the 1979 general reassessment, that work on its installation begin immediately; and WHEREAS, the City Manager has received and recommended the acceptance of a proposal of ECCO Consulting, Inc. in the amount of $30,000 for the installation of such system;
