Appointment re: Social Development Commission Communication re: Economic Development Strategy - Ch'ville Development Group Staff report re: Taxi fares & deregulation Mrs. O'Brien stated she was in favor of deferring action to give the neighborhood and th~e staff an opportunity to try to work out a solution. She also stated she would like to request that the police set up radar more frequently in the neighborhood to increase the law enforcement of the speed limit in that area. Mr. Gatewood stated that there have been several suggestions made about further discussions and working together to try to come up with. some solutions that would be equitable to the people of Dairy Road. He stated he had no objections to extending the experiment in order to try to find such solutions. He stated he wondered if there have not been such efforts made thus-far during the six months experimental period. He stated it seems that if there were some ways the neighborhood might work together that they might have done this so far~ and wonders whether- or not there have been any such efforts thus 'far and whether or not there really are any that can be made. Mr. Wyeth stated that he just wanted more time, since he has lived in the neighborhood just a short time. A motion by Mr. Buck, seconded by Mrs. O'Brien that the experimental period be extended fo= six more months, was adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brien~ Noes: Mr. Albro. On motion by Mrs. O'Brien, Miss Leslie Eliason was elected to the Social Development Com,,~ission, by unanimous vote. Mrs. O'Brien stated th at there are two openings on the School Board for which she had asked that they be advertised in the newspaper and she would like to get the Councils feeling on whether or not they wish to bother with advertising since it is getting close to the time to make the appointment. The Mayor advised Mrs. O'Brien that he was going to ask each member of Council to submit names of people to fill these vacancies. Mr. Buck stated that he would like to advertise even though the time is short. After some discussion, a motion by Mrs. O'Brien, seconded by Mr. Buck that the openings on the School Board be advertised in the newspaper was defeated by the following recorded vote. Ayes: Mr. Buck and Mrs. O'Brien. Noes: Mr. Albro, Mr. Brunton and Mr. Gate- wood. The Economic Development Strategy as adopted by the Charlottes- ville Development Group at its May meeting was presented and a public hearing was set for June 4, 1979 at 7:30 p.m. to consider this matter. A staff report was presented concerning deregulation of taxi cab fares with the following conclusions: local regulation of taxi cab companies is not legally mandated; information on cities which do not regulate taxi fares and the impact of nonregulation is scarce; deregulation of taxi fares would result in an immediate increase in the local taxi fares of approximately 22 to 30%; deregulation would not result in the generation of competitive taxi fares; deregulation
